天山胜利隧道全长约22公里，海拔3200米，作为乌尉高速公路项目控制性工程，需穿越复杂地层，施工难度大，安全风险高。
为此，天山胜利隧道采用“三洞四竖井”施工方案，服务隧道采用TBM法及DTSES工法施工，为国内高速公路隧道施工首次使用；双主洞采用钻爆法，隧道主洞施工通过服务隧道开辟辅助工作面实现长隧短打，高峰期可实现6个工作面同时施工，预计主洞每月可以掘进600米，比传统施工组织效率提高约3倍，此工艺亦为国内高速公路隧道施工首次应用。
