According to a notice issued on the 6th by the National Development and Reform Commission, in order to build a platform for promoting green development and continuously raise the level of green industry development, the General Office of the National Development and Reform Commission and the General Office of the Ministry of Science and Technology jointly issued a notice. After procedures such as review and recommendation by provincial development and reform commissions, expert review, and online public announcement, 31 parks including the Tianjin Economic-Technological Development Area have been designated as green industry demonstration bases.

The notice requires that development and reform departments and science and technology departments at all levels, as well as the locations of the parks, fully leverage the advantages of all parties, strengthen tracking guidance and dynamic management for the construction of green industry demonstration bases, increase policy support, and promptly study and resolve new situations and new problems that arise during construction.

The notice discloses that provincial development and reform departments and science and technology departments should guide the locations of the parks and park management agencies to focus on key tasks such as promoting the clustering of green industries, enhancing the competitiveness of green industries, building a green technology innovation system, creating operation service platforms, and improving policy systems and mechanisms. In light of the actual conditions and development needs of the parks, they should formulate a "Green Industry Demonstration Base Construction Plan" and form implementation paths and policy measures for building green industry demonstration bases with distinctive features and prominent highlights. The construction plans for each green industry demonstration base shall be submitted to the National Development and Reform Commission and the Ministry of Science and Technology before March 31, 2021.

Regarding the specific advancement of base construction, the notice clarifies that during the construction of demonstration bases, park management agencies shall refine and break down the construction plan, formulate timetables and roadmaps, clarify responsible entities and responsible persons, and propose annual key tasks and progress arrangements to ensure that the construction of demonstration bases achieves practical results.

In addition, the construction of demonstration bases should further clarify the leading green industries and increase the concentration of green industries; actively cultivate leading enterprises in green industries and enhance the competitiveness of green industries; accelerate the building of a market-oriented green technology innovation system, deeply advance the integration of "industry, academia, research, finance, and intermediaries," strengthen green technology research and development, demonstration, and promotion, and promote high-quality development of green industries; strengthen infrastructure co-construction and sharing according to local conditions, promote intensive land use in the parks, resource recycling, cascade utilization of energy, and centralized treatment and disposal of pollutants, and strive to be leaders in green development; and effectively strengthen park management, strictly prohibiting the launch of high-energy-consumption and high-pollution projects.

In terms of summarizing and promoting experience, the notice requires that the locations of the parks and park management agencies promptly summarize work progress and form replicable and scalable experience models, development cases, and successful practices; they shall summarize work progress annually and report it according to procedures. The National Development and Reform Commission and the Ministry of Science and Technology will carry out experience exchange and promotion activities in due course and effectively give play to the leading demonstration role of the demonstration bases.
