Construction machinery fraud is difficult to avoid, and even installing GPS is ineffective. To sell construction machinery products, agents reduce buyer information verification (identity fraud) and lower the threshold (down payment), allowing most people to easily obtain loans to buy construction machinery, which makes construction machinery fraud prone to occur.

Quanzhou Busts Million-Yuan Series of Excavator Fraud Cases

Recently, the Dehua County Public Security Bureau in Quanzhou successfully arrested Chen Mouyuan, suspected of fraud, and Liu Mou and Cai Mou, suspected of selling stolen goods, cracking 8 excavator fraud cases with a total value of over 1 million yuan. As of yesterday, the police had recovered 3 excavators and over 300,000 yuan in cash.

According to the investigating police, since mid-July this year, the Dehua County Public Security Bureau had received reports from the public about excavator fraud, with a total value exceeding 1 million yuan. After receiving the reports, the leaders of the Dehua County Public Security Bureau attached great importance, and the criminal investigation department selected elite police to form a special task force to investigate, quickly clarifying the identity and other details of the suspect Chen Mouyuan.

On July 26, after learning that Chen Mouyuan was staying at a hotel in Quangang District, Quanzhou City, the police arrested him. Subsequently, based on Chen's confession, the police arrested Liu Mou and Cai Mou, suspected of selling stolen goods, in Changle, Fuzhou.

Investigation revealed that Chen Mouyuan, who disliked hard work and was accustomed to spending lavishly, often spent between 5,000 and 20,000 yuan per visit to entertainment venues. However, due to limited income, he could not afford such high expenses. To maintain his extravagant lifestyle, Chen leveraged his years of experience in the excavator industry and familiarity with the business circle. Starting early this year, he rented excavators for construction sites and paid part of the rent in advance, committing 8 frauds in Dehua County, Quanzhou, and Xiamen City, obtaining 9 excavators. After the frauds, Chen sold the excavators at low prices ranging from 50,000 to 165,000 yuan each, profiting over 900,000 yuan.

After clarifying the case, the Dehua police quickly launched efforts to recover stolen money and goods, retrieving 3 fraudulently obtained excavators and over 300,000 yuan in illicit funds. Currently, the case is under further investigation, and the police are making every effort to recover the remaining excavators.

Fraud Lesson: Case Value Exceeds 10 Million Yuan

The Kunshan police in Jiangsu announced on the 8th that they had successfully solved a major fraud case involving over 10 million yuan, and the suspect Mei Mou was arrested in Huangshan, Anhui. The reporter found that the victim company was the well-known construction machinery enterprise Sany Heavy Machinery Co., Ltd., a subsidiary of Sany Heavy Industry.

In early February this year, the Bingxi Police Station of the Kunshan Public Security Bureau received a report from the head of Sany Heavy Machinery Co., Ltd., stating that in early January, Mei Mou, the Chinese representative of Hong Kong Chile Investment Co., Ltd., had signed a purchase contract in the company's name with Sany Heavy Machinery (Kunshan) Co., Ltd. to buy 12 excavators worth 10.63 million yuan. On February 4, after Sany Heavy Machinery delivered the 12 excavators, the other party paid with a 12 million Hong Kong dollar check from HSBC Hong Kong, which was later proven to be fake, and fraud was suspected. Faced with such a huge contract fraud case, the Kunshan police immediately organized elite forces to investigate.

Based on clues provided by the reporter, the task force went to Shanghai to verify the situation with the intermediary Zong Mou. According to Zong, at the beginning of this year, Mei approached him claiming to be the Chinese representative of Hong Kong Chile Investment Co., Ltd., which was investing in a tourism project in Anhui and needed to purchase a batch of excavators, hoping Zong could introduce a relatively strong company. Mei also promised substantial remuneration. Zong, who had been doing business away from home for years, immediately thought of Sany Heavy Machinery Co., Ltd. and accompanied Mei multiple times to the company to discuss the purchase. Meanwhile, to gain Sany's trust, Zong also accompanied Sany's sales representative to visit Mei's tourism development project at the foot of Wulong Mountain in Anhui for on-site inspection.

Based on these clues from Zong, the investigating police made multiple trips to Xiuning County, Anhui, to investigate and find leads from details. On-site investigation revealed that there was indeed a tourism development project at the foot of Wulong Mountain in Wucheng Town, Xiuning County, Anhui, which according to the nameplate was applied for by Hong Kong Chile Investment Co., Ltd. in 2011. Verification with the local Development and Reform Commission confirmed that the project was approved in 2011 with a validity period of 6 months. However, because the relevant company did not apply for approval from other departments, the project had expired. Additionally, police investigating Mei's personal situation obtained important clues: the 12 excavators delivered by Sany Heavy Machinery had been mortgaged by Mei in his personal name on the afternoon of February 4 to a small loan company in She County, Anhui, for 5 million yuan, all withdrawn in cash.

Through meticulous investigation and multi-party evidence collection, the police basically grasped the facts of Mei's fraud. On May 5, task force police rushed to Huangshan, Anhui, and arrested the suspect Mei Mou in one action.
