According to statistics, there are nearly 200 construction waste transport sites of various sizes in the urban area of Changsha. In March 2013, Changsha newly revised the licensing procedures for urban construction waste disposal, explicitly stipulating that projects with a construction waste disposal volume of more than 50,000 cubic meters must establish fully automatic high-pressure spray vehicle washing platforms. At present, more than 20 construction sites have installed fully automatic vehicle washing equipment and put it into use. From the actual results, the new equipment has significantly improved vehicle washing throughput and saved human resources, but due to differences among manufacturers and inconsistent standards, the results have not yet reached the expected goals.

　　On July 28, the Changsha Construction Waste Management Office announced the latest technical parameters and standards for drive-through fully automatic vehicle washing equipment for construction waste disposal projects: fully automatic vehicle washing equipment should be attractive and practical, and have a traffic strength capable of bearing a vehicle weight of more than 60 tons; the length of the spray template should be no less than 6 meters, and the width should be based on maintaining normal vehicle passage; it should have the function of cleaning wheels, vehicle body, compartment body, and tailgate, and the washing water must be recyclable; the vehicle washing equipment should be divided into dual systems of recycled water washing and clean water spraying to ensure that vehicles leave the site without mud; the number of nozzles in the recycled water washing system should be no less than 236, and the specifications, quantity, and spray pressure should be reasonably distributed and arranged according to the washing positions; the number of nozzles in the clean water spraying system (fan-shaped nozzles are required; if other types are used, the number should be increased accordingly) should be no less than 12, evenly distributed at the top, bottom, and both sides, to ensure that the vehicle body can be comprehensively cleaned.

　　Zhao Xiangdong, director of the Changsha Construction Waste Management Office, said that starting August 1, construction waste sites in the city that newly apply for permits and have a construction waste disposal volume of more than 50,000 cubic meters will add an acceptance inspection step for vehicle washing facilities, and those that do not meet the standards cannot start construction.
