Inner Mongolia applies "zero tolerance" to quality problems in the construction market: problems are resolved wherever and at whichever stage they arise, and responsible units and individuals are held strictly accountable. This is explicitly required in the Notice on Carrying Out Supervision and Law Enforcement Inspections of the Construction Market and Project Quality Across the Region recently issued by the autonomous region's Housing and Urban-Rural Development Department.

　　The notice requires all leagues and cities to inspect all under-construction housing projects with main structures and affordable housing projects, to effectively rectify problems found during inspections, and to handle responsible units and individuals in accordance with laws and regulations. On the basis of self-inspections in all localities, the autonomous region's Housing and Urban-Rural Development Department will conduct key inspections in mid-to-late August.

　　The notice also requires all localities across the region to earnestly follow the guiding instructions of Premier Li Keqiang at the national conference on affordable housing projects, further improve systems, and strictly control quality throughout the entire process of survey and design, bidding and tendering, material supply, project construction, and supervision for new and under-construction projects. For completed projects, acceptance and supervision must be strict and must never become a mere formality; any project that fails to meet standards must not be delivered for use. Tightening regulation of the construction market order and ensuring the quality of construction projects (especially affordable housing projects) must be treated as an important task now and for a period to come, and must be pursued with full effort. In particular, affordable housing construction must put quality first, with schedules subordinate to quality.
