The notice specifies that construction sites should adopt a "work at both ends, rest in the middle" approach, and no outdoor work shall be arranged from 10:30 AM to 3 PM each day during high temperatures; if indoor work is required, the temperature at the workplace should also be lowered to below 33°C (excluding 33°C). Responsible units that violate the staggered construction schedule during high temperatures will be dealt with strictly once verified.

The notice requires all construction sites to ensure heatstroke prevention and cooling measures for workers at the site. This includes ensuring good ventilation in temporary dormitories, fully supplying salt-containing cool beverages and heatstroke medicines such as Rendan, ensuring ventilation, heat insulation, and cooling measures are in place at high-temperature workplaces, and strengthening food safety and hygiene epidemic prevention efforts.
