Recently, the National Development and Reform Commission (NDRC) separately issued the 2013 central budget investment plans for primary-level medical and health service system and prefecture-level hospital construction projects and for rural emergency medical service system construction projects. The Quzhou Central Hospital construction project——the largest single medical facility project ever undertaken in Quzhou in terms of both investment and scale——was included, receiving 26 million yuan in central budget funds. This is the second prefecture-level hospital project in the province to be included in a central budget investment plan, and it is also the single project that has obtained the highest amount of central budget investment in the social sector in our city over the years. Seven township health centers in Kecheng, Longyou, Kaihua, and Changshan, as well as the Kecheng District Emergency Center construction project, received a total of 4.55 million yuan in central budget subsidies. Since the beginning of this year, the Municipal Development and Reform Commission has adhered to the work requirements of “projects first, planning foremost, concepts leading” and has intensified efforts to secure provincial-level and above project resource elements for key livelihood projects. In the first half of the year, 13 projects obtained a total of 47.55 million yuan in central budget funds, 10 projects obtained a total of 4.73 million yuan in provincial public construction funds, and 5 projects obtained a total of 2.9 million yuan in provincial red tourism construction guidance funds. These projects cover four major categories: education, health, public culture, and tourism infrastructure.
