In line with Sichuan's actual transport development and future development needs, the overall goal of this provincial road network plan is to form, together with national highways, major corridors for highway transport out of Sichuan, comprehensively connecting the provincial capital, cities and prefectures, county seats and key townships, and creating a trunk highway network that is broad in coverage, fully capable, smoothly connected, safe and reliable.
According to the intended goals, Sichuan's national and provincial trunk lines will cover more than 85% of the province's townships, each county seat will have exit routes in more than three directions, each county seat will be connected by at least two national or provincial roads, and important nodes will each have multiple corridors.
Ultimately, an ordinary provincial road layout plan will be formed. Ordinary provincial roads will total about 20,000 km, and together with more than 17,000 km of ordinary national roads, this will form a national and provincial trunk highway network of 37,000 km, which according to current data ranks first in the country.
Under this adjustment, Sichuan's national highway expressway network will increase from 3,300 km to 8,000 km, and ordinary national roads will increase from the original 5,500 km to more than 17,000 km, ranking third and second in the country respectively. According to the adjustment plan, nearly 80% of Sichuan's original national and provincial roads will enter the national highway network, and the functions and forms of the original provincial roads will change greatly.
Among the currently planned ordinary national roads, 12,000 km of national roads are proposed to be added, mainly upgraded from provincial roads and county and township roads; among the planned 20,000 km of provincial roads, 17,600 km of provincial roads are proposed to be added, mainly upgraded from rural roads.
After the adjustment of the provincial road network, coverage will be broader, with the scale 2.2 times that before the adjustment, connecting all county seats, 85% of townships and important tourist attractions, so that the vast majority of urban and rural residents across the province can directly enjoy the convenience brought by trunk highways. The road network layout will be more balanced, with key support given to Tibetan areas, Yi areas, poverty-stricken areas and old revolutionary base areas, and the depth of road network accessibility will be greatly improved.
According to the plan, efforts will be made by 2030 for all ordinary national and provincial roads in Sichuan to meet Grade III or above technical standards, with 75% of routes meeting Grade II or above technical standards. Preliminary estimates indicate that about 490 billion yuan of investment will be required.
