Recently, Beijing released the results of a special law enforcement inspection on the safety of construction hoisting machinery, showing that the pass rate for construction hoisting machinery in Beijing was 82.0%.

It is reported that, in order to further implement the Provisions on the Safety Supervision and Administration of Construction Hoisting Machinery (Ministry of Construction Order No. 166), strengthen the safety management of construction hoisting machinery in the city, and prevent and reduce safety accidents in the use of construction hoisting machinery, the Municipal Housing and Urban-Rural Development Commission began organizing a special law enforcement inspection on the safety of construction hoisting machinery at construction sites in March 2013.

It is understood that this inspection randomly selected 138 units of construction hoisting machinery (including 122 tower cranes and 16 construction hoists), involving 33 projects and 55 property-owning units in Xicheng, Haidian, Fengtai, Shijingshan, Mentougou, Daxing, Tongzhou, and the Economic and Technological Development Zone (20 with Grade I credit rating, 6 with Grade II, 26 with Grade III, and 3 for internal use of equipment). Physical testing showed that 100 tower cranes passed as complete units, a pass rate of 82.0%, while 22 failed, 17 of which had serious safety problems. For construction hoists, 8 passed as complete units, a pass rate of 50.0%, while 8 failed, 3 of which had serious safety problems.

In response to the problems found during the inspection, law enforcement personnel required the responsible units to carry out immediate rectification, ordered 1 tower crane to be dismantled and removed from the site, and ordered 29 machines that failed as complete units to be shut down for rectification. At the same time, the user units were required to entrust professional testing units to conduct re-inspection, and only after passing re-inspection could they continue to be used.
