The Chengdu Municipal Government recently replied to a committee member's proposal, explicitly stating that it will start with top-level design for economic development, actively coordinate with various functional departments, vigorously promote green buildings, and advance the construction of a pleasant Chengdu.

Chengdu is implementing its city development strategy with the construction of Tianfu New Area and the renovation of the old city in the north as key priorities. During their research, committee members including Luo Xia learned that Tianfu New Area is an international modern new urban district focused on modern manufacturing, with high-end service industries concentrated there, and suitable for both business and living; the goal of the North City area renovation is to optimize and upgrade the central urban area, promote the integration of the city's economic tiers, and drive the coordinated development of the Chengdu economic zone. The committee members believed that a "grand undertaking" requires even greater "wisdom," and submitted the proposal "Suggestions on Vigorously Promoting Green Buildings in the Process of Building a 'Pleasant Chengdu.'" They suggested that the promotion of green buildings in new area construction should implement land saving, energy saving, water saving, and material saving in specific projects; that the planning and implementation process should comprehensively consider the dialectical relationship between land saving, energy saving, water saving, and material saving throughout the building life cycle and the fulfillment of building functions; and that, in compliance with relevant laws, regulations, and standards, more economic and social benefits should be reflected. At the same time, in light of the actual conditions of Tianfu New Area, an evaluation and feedback system for green building content related to land saving, energy saving, water saving, and material saving should be established.

Tianhui Town, rich in Western Sichuan cultural history; Zhaojue Temple, with deep roots in Zen culture and tea culture; Sandong Bridge, rich in historical allusions... Luo Xia and others put forward specific ideas for the design of the new city and old district, namely that emphasis should be placed on integrating green buildings with traditional Western Sichuan culture, combining elements reflecting traditional Western Sichuan culture and folk characteristics with green buildings, and, while achieving an ecological and green city, forming cultural landmarks with Western Sichuan characteristics.

"Green buildings should be divided into ordinary-people-style and appropriate-technology-style, each with its own characteristics and functions." To achieve this goal, committee member Luo Xia and others proposed that in promoting the emerging industry of "green buildings," relevant new and high-tech enterprises should be actively introduced into corresponding new industry development areas in conjunction with the development of Tianfu New Area and the North City renovation plan, including those in new energy equipment manufacturing, non-traditional water source utilization, reusable materials, and recyclable materials, so as to achieve the sound development of "industry-city integration."

A subdistrict office in a residential community in Chengdu arbitrarily split up an existing street-center garden themed on Three Kingdoms culture, damaging the organic combination of sculptures and flowers and plants and triggering a property rights lawsuit by the designer. During her research, Committee Member Luo found that construction and management are often separated. "Thirty percent construction, seventy percent management." Luo Xia emphasized that sound management systems should be formulated, supervision systems and platform construction strengthened, public buildings and residential buildings distinguished, and scientific and reasonable management methods adopted to achieve refined, effective, and accurate management goals, so that green buildings can continue to effectively deliver green functions.

Recently, the Chengdu Municipal Construction Commission issued a dedicated reply and introduced measures to implement the proposal: start with top-level design for economic development, actively coordinate with various functional departments, vigorously promote green buildings, and drive green industries; in the construction of Tianfu New Area and the renovation of the North City area, actively strengthen cooperation and exchanges with relevant international institutions, draw on successful experience and advanced technologies in "green buildings" at home and abroad, seek internationally leading resource-saving projects, and strive to build the new urban area into a demonstration project for "low-carbon development"; persist in coordinating the construction of a circular economy pattern from the three levels of enterprises, parks, and society, promote the economical use of land and sharing of infrastructure in various functional zones, the exchange and utilization of by-products among enterprises, and the regeneration and utilization of waste and wastewater, and raise the level of circular development.
