Recently, the Hebei Provincial Department of Housing and Urban-Rural Development issued the Interim Measures for the Management of the List of Seriously Dishonest Construction Market Entities in Hebei Province, requiring that construction market entities included in the "blacklist" be subject to key supervision or legal restrictions; their applications for administrative approval matters shall be strictly reviewed in accordance with the law; and construction enterprises shall be legally restricted from bidding. The measures came into effect on July 1 and are valid for one year.

Construction market entities refer to construction units that contract out housing construction and municipal infrastructure projects within Hebei Province, and construction-related enterprises engaged in engineering activities such as survey, design, construction, supervision, and commercial concrete services, as well as registered practitioners such as registered architects, registered survey and design engineers, registered constructors, and registered supervision engineers.

According to the measures, construction market entities in Hebei Province will be included in the "blacklist" if they commit any of the following: illegal contracting, subcontracting, illegal subcontracting, affiliation, or transferring or lending qualifications, and receive administrative penalties; occur major or above engineering quality and safety accidents, or accumulate two or more relatively major engineering quality and safety accidents within 12 months, or occur relatively major engineering quality and safety accidents with vile nature, serious harm, and significant social impact, and receive administrative penalties; or are included in the "blacklist" for拖欠 migrant workers' wages by the national or provincial human resources and social security authorities.

The "blacklist" information is generally valid for 12 months from the date of inclusion. If laws and regulations provide otherwise, those provisions shall prevail. The measures encourage seriously dishonest entities to repair their credit by proactively correcting dishonest behavior and eliminating adverse effects.

To implement joint disciplinary action, the provincial housing and urban-rural development authority will push the "blacklist" to the "Credit Hebei" credit platform and relevant credit platforms of the Ministry of Housing and Urban-Rural Development.
