Recently, Zhejiang held an on-site meeting on the high-quality development of rural logistics, proposing the implementation of the "3+3 Project" for high-quality rural logistics development, aiming to build, renovate, and upgrade 18,000 village-level rural logistics service points by the end of 2020, thereby supporting the high-level construction of "Four Good Rural Roads" and serving the rural revitalization strategy. The "3+3 Project" for high-quality rural logistics development consists of three development paths—"point deployment, network weaving, and coordinated linkage"—and three actions—"brand creation, project support, and demonstration building."
Zhejiang will accelerate the integrated development of infrastructure in transportation, commerce, agriculture, supply and marketing, and postal services, gradually improve the three-tier rural logistics node system of "county-level transfer, township-level distribution, and village-level delivery," build an online regional joint distribution network and an offline multi-format terminal integration network, and promote cooperation and linkage among government departments, development linkage between government and enterprises, and resource sharing among enterprises.
It is understood that in 2018, six departments including the Zhejiang Provincial Department of Transport, Department of Commerce, and Department of Agriculture jointly issued the Notice on Thoroughly Implementing the Spirit of "Four Good Rural Roads" Construction and Accelerating the Development of Rural Logistics. Over the past year, Zhejiang has accelerated the construction of the rural logistics node system, the innovative development of rural logistics projects, and the cultivation of brand enterprises in rural logistics, with the coverage rate of county-level rural logistics service points reaching 85%. Led by the Zhejiang Provincial Highway and Transport Management Center, the province surveyed and sorted out various rural logistics service points, refined the construction standards for village-level rural logistics service points, and did a good job in the "integration" effort. Various new rural logistics development models have emerged across the province, such as urban-rural freight buses, "supermarket + rural logistics," "agriculture + rural logistics," and "dedicated lines + rural logistics."
