目前，常德市已向15家骨干企业派驻特派员，“特派员都是政府副处级以上干部，主要负责协调企业与政府部门的关系，牵头办理与政府部门有关的各种手续”。据了解，今年4月，针对常德市工业经济发展动力不足的现状，常德市委书记王群提出加速推进新型工业化“1115”工程：即力争在5年内将中联重科常德工业走廊打造成为千亿走廊、常德经济技术开发区建设成为千亿园区、将烟草产业发展成为千亿产业集群。
