7月3日—12日，湖南龙山县农开办本着实事求是、科学规划的工作原则，完成了石羔、三元两个乡镇8个村2013年度农开项目工程的实地勘测和工程设计工作。
从7月3日开始，县农开办全体工作人员深入到石羔镇、三元乡正南、旧寨等8个村的田间地头，根据上级农开部门下达我县2013年度农开项目的批复任务，对每个单项工程进行逐一勘察、测量，并按照工程实地情况进行科学的施工设计，让国家投入的每一分农开资金效益最大化。7月12日，全面完成55个单项工程：24.45公里机耕道、20.05公里渠道、2座山塘、2处人畜饮水工程、24项附属设施的实地勘测、设计。项目工程经工程造价预算、招投标后，预计在庄稼收割后全面开工建设。
