To widely collect public opinions and suggestions on the performance of duties in accordance with the law and the optimization of service management by municipal administrative organs and district governments, and to promote government credibility and executive capacity, from January 30 to February 28, the 2018 performance management self-assessment reports of 48 municipal administrative organs and 16 district governments were made public through the Capital Window website for public oversight.

On January 9, 2018, the municipal government's executive meeting heard a report on the "Tongzhou District Master Plan." At present, the statutory review process for the Tongzhou District Master Plan has been completed and, after public display and revision, it will be approved in the name of the municipal government. At the same time, in 2018 the city launched the solicitation of detailed planning schemes for the starting area of the Urban Green Heart and architectural design schemes for the theater, library, and museum (tentative names).

In addition, to promote the coordinated development of Tongzhou District and the three northern counties of Langfang, in 2018 the Municipal Commission of Planning and Natural Resources, together with the Hebei Provincial Department of Housing and Urban-Rural Development, organized the compilation of the "Integrated Plan for Tongzhou District and the Three Northern Counties of Langfang." Based on the coordinated development of the Beijing-Tianjin-Hebei region, the plan will properly handle the relationship between the sub-center, Tongzhou District, and the three northern counties of Langfang, break away from the mindset of "one's own plot of land," actively and steadily carry out planning, construction, and management of the border areas, and promote unified planning, unified policies, unified standards, and unified management and control between Beijing's municipal sub-center and the three northern counties of Langfang, Hebei Province.

At the same time, the Municipal Commission of Planning and Natural Resources introduced that in 2018, in cooperation with the Office of the Leading Group for the Coordinated Development of the Beijing-Tianjin-Hebei Region, a dedicated working group was established to accelerate, on the basis of the original integrated planning results and in accordance with the depth of the master plan, the "Coordinated Development Plan for Tongzhou District of Beijing Municipality and the Three County-Level Cities of Sanhe, Dachang, and Xianghe in Hebei Province (Discussion Draft)."

In terms of the coordinated development of the Beijing-Tianjin-Hebei region, Beijing has advanced the construction of the new airport line to strengthen links between key functional areas and the new airport; together with China Railway Corporation and other units, it has proactively carried out planning and construction of surrounding railways, jointly approved the "Proposal for Adjusting the Railway Layout Plan for the Xiong'an New Area and Surrounding Areas," expanded existing transportation corridors, increased network density, and achieved effective connection between the Xiong'an New Area in Hebei and Beijing's local rail transit network.
