On January 10, it was learned at the Sichuan Provincial Transport Work Conference that Sichuan's transport investment will continue to operate at a high level. The province will ensure completion of 140 billion yuan and strive to complete 150 billion yuan in highway and waterway construction investment, achieving more than 100 billion yuan in transport investment for the ninth consecutive year. Project construction will continue to advance at high speed, implementing the "Ten, Hundred, Thousand, Ten Thousand" project, striving to start construction on 1,000 kilometers of new expressways, ensuring completion of 500 kilometers of expressways, and reconstructing or building 1,500 kilometers of national and provincial trunk highways and 20,000 kilometers of rural roads.
Data show that in 2018, Sichuan's transport investment reached a new historical high, with 159 billion yuan completed in highway and waterway transport construction, exceeding 100 billion yuan in investment for the eighth consecutive year. A total of 436 kilometers of expressways were completed, including Yakang, Wenma (some sections), Bashan, Mianxi, and Chengpeng expansion, bringing the total mileage of completed expressways to 7,238 kilometers. All seats of city (prefecture) governments now have access to expressways, three additional poverty-stricken counties gained expressway access, and 134 counties (cities and districts) across the province have expressway access, with 19 expressway corridors leading out of Sichuan. Construction started on expressways including the Chengdu-Nanchong expansion and Dechang-Huili, and the total mileage of completed and under-construction expressways in the province exceeded 10,000 kilometers. A total of 2,112 kilometers of national and provincial trunk highways were reconstructed or newly built, and 1,713 kilometers of maintenance projects were implemented, basically achieving the goal of second-class (third-class in the three prefectures) or above highways from cities (prefectures) to counties. The integration of Luzhou, Yibin, and Leshan ports was launched. Hub construction continued to be strengthened. Eight passenger transport hubs started construction, 36 were completed or under construction, covering 90% of operating high-speed railway stations. Three logistics parks were completed, achieving full coverage of large freight hubs in the five major economic zones.
In 2019, Sichuan's transport sector has four main goals: First, transport investment will continue to operate at a high level. Second, project construction will continue to advance at high speed. Third, poverty alleviation tasks will be completed with high quality. One year ahead of schedule, all townships will have asphalt roads and all villages will have hardened roads; more than 3,000 additional administrative villages will have bus services, with the bus service rate in administrative villages reaching 92%. The poverty alleviation targets and tasks for poverty-stricken counties and villages planned to be lifted out of poverty in 2019 and for designated poverty alleviation will be completed with high quality. Fourth, management and services will achieve efficient quality improvement. Passenger and freight transport will accelerate transformation, and comprehensive transport efficiency will accelerate improvement. Project quality supervision capacity will be effectively enhanced, and quality project construction will achieve practical results. Breakthroughs will be made in transport informatization. Positive results will be achieved in industry reform and work safety, and industry governance capacity will be significantly enhanced.
