Recently, residents of Suojin Village No.1 Community have been suffering.

Their once peaceful life has been completely disrupted by the nearby construction site.

Residents say that as soon as the pile driver at the site starts, their homes shake like an "earthquake." Doors, windows, tables, chairs, tea sets, and utensils all tremble continuously with the rhythm of the piling.

This agonizing situation has lasted for over half a month.

What residents find most incomprehensible is that the pile driver at the site is less than 3 meters away from their residential buildings.

In addition to the noise and vibration, they are more worried about whether piling operations at such a close distance will affect the safety of nearby residential buildings.

  On-site:

Pile driver right next to residential buildings

After receiving a tip from citizens, reporters arrived at the scene for investigation at around 9 a.m. yesterday. At Suojin Village No.1 Community, a pile driver about 6 stories high could be seen standing in a corner of the construction site, and it was indeed very close to the residential buildings. Standing on a resident's balcony, this giant structure was right in front of them. Residents said that as soon as the pile driver starts operating, the residential buildings begin to tremble.

Resident Mr. Wu said that now his home vibrates for five or six hours every day, and the two residential buildings near the site can feel obvious vibrations. Even walking on the roads in the community, one can feel the ground bouncing up and down. "As soon as the pile driver starts, the nearby residential buildings begin to shake, and the upper floors shake even more. The day before yesterday around 4 or 5 p.m., they were doing this, and I thought it was an earthquake," Mr. Wu said. The closest to the pile driver are Buildings 2 and 3 of Suojin Village 1-1. Everyone is worried that if this continues, the new building at the site will be built, but the residential buildings in their old community will be damaged by the vibrations.

During the on-site interview, indeed several residents reported that the pile driver at the site has had a significant impact on their lives. They hope the construction site will take nearby residents into consideration. Such close-distance piling, over time, not only affects everyone's normal life but also poses a threat to the safety of the residential buildings.

  Construction contractor:

  Vibrations felt but safe

How does the construction contractor explain this? In an interview with reporters, the site construction manager said they are building a commercial hotel project. Because a basement is to be built and the edge of the basement is next to the residential buildings, piling is being done near the residential buildings.

The site manager pointed to the construction drawings and explained the location of the basement of the hotel under construction. "My construction is within the red line, and the piling location has been checked at multiple levels." The manager admitted that with the use of a pile driver, it is inevitable that residents in nearby buildings will feel vibrations, but the safety of the nearby residential buildings can be fully guaranteed.

Reporters entered the site for a careful observation. The pile driver used for construction has an arm length of about 20 meters and a drill bit about 2 meters long, and it is parked less than 3 meters from the residential buildings. So is this pile driver really placed within the planned red line? After receiving the report, planning supervision law enforcement officers arrived at the scene to investigate.

  Planning department:

Cross-line construction will be promptly investigated and dealt with

Law enforcement officers said that before construction began on May 6, the surveying and mapping department had conducted on-site surveys, and the current construction scope is indeed within the red line. This project was also constructed after obtaining certification and permission from relevant departments and will not affect the safety of other buildings. On-site construction personnel said that piling near the residential buildings is to install protective piles and stabilize the surrounding soil, mainly to protect the foundations of nearby residential buildings from damage.

"During construction, the requirements of the gray line must also be met, as well as the plus-or-minus zero requirement. We will also look into the gray line in the next step," the law enforcement officer said.

The site manager also had his own explanation. He said that the current piling will be followed by injecting cement, not excavation. Excavation would have an impact, but the purpose of injecting cement slurry is to reinforce, like pouring a wall underground.

In response to residents' reports of vibrations, the construction manager said that because the pile driver is indeed quite close to the residential buildings, they will install protective nets on the residential buildings closer to the pile driver. Planning supervision law enforcement officers also said they will closely monitor the construction process and promptly investigate and deal with any construction beyond the red line to ensure safety.
