In order to help resource-depleted cities resolve their historical burdens and accelerate the transformation of resource-depleted cities, in accordance with the spirit of the "Several Opinions of the State Council on Promoting the Sustainable Development of Resource-Based Cities" (Guofa [2007] No. 38), the central government established transfer payments for resource-depleted cities in 2007. With the approval of the State Council, 69 cities (counties and municipal districts), including Fuxin, Liaoyuan, Yichun, Shizuishan, Fushun, Wuhai, Zhongxiang, Wanshan District, and Jingxing Mining District, were gradually included in the scope of transfer payments for resource-depleted cities in three batches.
Transfer payment funds are mainly allocated according to a formula based on objective factors such as the type of resource depletion, non-agricultural population, the financial situation of the province where the city is located, and the degree of fiscal difficulty of the city. The regions receiving relatively more transfer payments for resource-depleted cities are: Heilongjiang, 2.04 billion yuan; Liaoning, 1.64 billion yuan; and Jilin, 1.527 billion yuan. Local governments receiving subsidies may coordinate the use of these funds, focusing on areas such as ecological and environmental governance, urban infrastructure construction, and social security.
Through the implementation of the above transfer payment policies, the long-accumulated infrastructure arrears of typical resource-depleted cities such as Fuxin, Fushun, Yichun, and Shizuishan have been made up, historical burdens accumulated over many years have been resolved, and livelihood projects planned for many years have been implemented. The confidence of local governments and enterprises in accelerating economic transformation has been significantly enhanced, and local residents have seen hope of emerging from their difficulties.
