Fan Xun

　　In 2011, in the CSCEC Head Office's selection of 'Four Excellences Communist Party Members under the Excellence in Advancing Ten-Hundred-Thousand Project,' Fan Xun, Secretary of the Sichuan Business Division of CSCEC 7th Bureau Southwest Company (hereinafter referred to as the Sichuan Business Division), made the list. Faced with honors and accolades, he said plainly: 'I only did what I should do.' That is just who he is—low-key in conduct and high-profile in action—and he has remained so throughout his many years of work.

　　Leading by Example

　　Anyone who comes to the Sichuan Business Division on business will always see a modest, busy young cadre—that is Fan Xun. Fan Xun is not only a good leader known for his strict self-discipline, but also a creative thinker active in all kinds of activities. 'Comrades, do you want to associate with famous people? Do you want to know how they succeeded? Do you want to become people like them? Then let us all learn together the essence and meaning of excellence in advancing!' This was the learning call he issued in the Sichuan Business Division.

　　In carrying out the excellence-in-advancing activities, Fan Xun carefully reviewed the Party members of the division in light of the institutional restructuring and the fact that the Sichuan Business Division has many young people, and established a roster. Influenced and driven by him, the young people of the division formed a strong atmosphere of competing on efficiency, technical skill, and professionalism at work. He fully integrated the essence of the excellence-in-advancing activities into everyone's daily work, life, and recreational activities. As 'July 1' approached, he organized a series of themed activities for the employees of the Sichuan Business Division, including film screenings, red song gatherings, and a red publications reading month, which mobilized everyone's enthusiasm. Speaking of their learning experience, colleagues all said: 'In the past we always felt that excellence in advancing was something mentioned only on paper and in documents, with little to do with us. Now it is truly integrated into activities, and everyone learns while having fun—we have learned a lot!'

　　Caring for Others, Dedicated to Duty

　　In the early hours of August 14, 2010, mudslides triggered by continuous heavy rain in Wenchuan, Sichuan, submerged the reconstruction buildings under construction by CSCEC 7th Bureau Third Company, which was undertaking Guangdong Province's aid reconstruction task. Six two-story prefabricated housing units at the Third Company's Yingxiu project department were destroyed by the flood, all office equipment and documents were washed away, and 28 people were swept away by the flood...

　　As the bureau-affiliated institution closest to the disaster area, the former Southwest Office immediately formed an advance team. Fan Xun, then director of the former Southwest Office, upon receiving the news, voluntarily took on the important task of organizing the procurement of disaster relief supplies. In the shortest possible time, he organized the purchase of large quantities of food, bottled water, first-aid medicine, and other urgently needed relief supplies, and went with bureau leaders to the disaster area at the earliest opportunity. Because traffic control was imposed on roads in the disaster area, it took them more than two hours of bumpy travel to reach Dujiangyan.

　　Hundreds of employees who had just escaped from the disaster area were covered in mud and utterly exhausted. Seeing this, Fan Xun was frantic with worry, and again and again he encouraged the employees: 'Please do not panic. Trust the organization; the difficulties are temporary!' He actively coordinated with medical rescue personnel to examine and treat the injured employees, and went to great lengths to connect with the Dujiangyan government. With the government's care and assistance, all the affected employees of the project department were properly settled. In the early hours, while those who had survived the disaster were already fast asleep, the exhausted Fan Xun was still busy at his desk.

　　Attentive to Every Detail, Hands-On

　　From an ordinary clerk at the grassroots level to an outstanding grassroots Party affairs worker, Fan Xun has worked for more than ten years. Leading by example, he has made the activities of the Sichuan Business Division flourish, winning full recognition from the higher Party committee.

　　Before every activity, Fan Xun always makes careful and meticulous preparations. Once, employees of the Sichuan Business Division were invited to a one-day trip to Guang'an organized by the Southwest Company to celebrate 'July 1.' Since the drive from Chengdu to Guang'an takes four hours, he arranged in advance for staff to prepare milk to solve everyone's breakfast problem. Considering that it was midsummer and that bread sold in supermarkets after work had already been sitting for a day and could easily spoil, he worried that everyone might get an upset stomach after eating it, so he contacted a bakery that could make fresh pastries without additives and, after work, drove an hour to the bakery in the suburbs to buy breakfast for everyone. Colleagues who did not know the situation all said: 'Driving so far just for breakfast—is it worth it?' He smiled and said: 'Everyone's food safety is the most important thing. As long as everyone can eat safe and tasty food, it is worth driving however far!'
