该项标准由“赵氏塔基”发明人、农民工发明家赵正义担任主编，清华大学、同济大学、中国建科院建筑机械化研究分院、北工大和北京起重运输机械设计研究院的多位权威专家协作完成。
自塔式起重机（俗称“塔吊”）发明80多年来，轻则几十吨、重则一两百吨的塔基一直采用混凝土整体现场浇筑技术，既费时、费料，还产生大量的建筑垃圾。经过近10多年持续攻关，赵正义发明了被誉为“ 赵氏塔基”的“塔桅式机械设备装配式预制混凝土构件基础”（简称“装配式塔基”）。获得2012年科技进步二等奖的“赵氏塔基”采用混凝土预制构件装配组合方式，具有重量轻、占地面积小、拆装时间短、使用成本低、可反复使用等特点，是中国人在塔机技术领域的开创性贡献。
