近年来，国家大力推进水利建设，不断加大水利资金投入，带动了水利水电建设工程的快速发展。“十一五”期间全国共落实水利建设投资约7000亿元，与“十五”相比接近翻了一番。
2010年全年水利建设完成投资2707.6亿元，较2009年增加1004.9亿元，增幅达59.02%；2011年中国水利建设投资落实资金3452亿元，其中中央水利投资1141亿元，地方水利投资规模达到2311亿元；2012年全国水利建设投资首次突破4000亿元，其中中央水利建设投资1623亿元、地方水利建设投资2680亿元，同比分别增长42.2%和16%，均创历史新高。
根据全国水利工作会议的规划，“十二五”全国水利建设投资约2.1万亿元，年均投资约4000亿元。
