　　Recently, the housing and construction departments of Miyun District, Tongzhou District, Fangshan District, Yanqing District and other districts, in strict accordance with the territorial management principle, have taken measures such as summoning for warnings and suspending bidding against participating units in their jurisdictions that have illegal and non-compliant behaviors in dust control. The basic situation of the non-compliant projects and the handling opinions are hereby notified as follows:

　　Punitive measures include:
　　(1) Handed over to the urban management comprehensive law enforcement bureau as cases of construction site dust pollution violations;
　　(2) Cancel the qualifications of the project, participating enterprises, and project leaders for various awards and evaluations in the field of housing and urban-rural development in Kunming in 2018;
　　(3) Plan to deduct points from the project manager of the construction unit and report to the Provincial Housing and Urban-Rural Development Department;
　　(4) Plan to fully initiate investigation and evidence collection for the project leader of the construction unit, the project manager of the construction unit, and the chief supervisor of the supervision unit; if it is verified that responsibilities are not fulfilled, notify the relevant enterprises to replace them;
　　(5) Conduct in-depth verification; for serious cases, initiate the administrative penalty process of temporarily withholding the safety production license of construction enterprises;
　　(6) Implement stricter differentiated review and supervision in the management of the housing and urban-rural development industry for relevant projects and responsible enterprises.

　　On August 20, the Jinan Municipal Construction Commission issued the "Summary of the 29th Week of Construction Dust Control Supervision and Inspection in 2018 (August 13 - August 19)", criticizing 12 projects with poor dust control by name. The following projects have poor implementation of dust control measures, and construction sites have varying degrees of problems such as exposed muck not covered, construction roads not cleaned and serious dust accumulation, bulk materials not covered, and construction waste not removed in time.

　　1. Jinan Yinglun Lianbang Kindergarten Comprehensive Building 　　For all the above problematic projects, the dust control supervision and inspection personnel put forward rectification opinions on site, required immediate rectification, summoned the responsible persons of the participating units, issued a notice of rectification within a time limit, and included the supervision results in the comprehensive assessment score of this month. All industry supervision departments are requested to enhance their sense of responsibility, arrange dedicated personnel to increase inspection efforts, and promptly discover and rectify problems; all counties and districts are requested to increase territorial management efforts, raise awareness of dust pollution prevention and control, fully leverage the work functions of territorial responsible persons, try their best to help projects solve problems, and follow up on the progress of inspection and rectification implementation; all project participating parties are requested to effectively raise awareness of dust control, strictly comply with the "six hundred percent" requirements, and implement relevant measures for dust control at construction sites.
　　In order to promote the special treatment of construction dust at construction sites, in March last year, the Ministry of Housing and Urban-Rural Development issued the "Work Plan for Special Treatment of Construction Dust at Construction Sites", which included construction dust control costs in the project cost and required construction units to pay in full and on time.

　　Construction unit: formulates specific implementation plans for construction dust control according to the characteristics of the project and strictly implements them; publicizes construction dust control measures, responsible persons, competent departments and other information at the construction site.

The construction unit shall set up enclosures at the construction site and take effective dust prevention and reduction measures such as covering, sectional operation, timing of construction, sprinkling water to suppress dust, washing the ground and vehicles. 　　5. The transportation of earthwork and construction waste must use closed transport vehicles or take covering measures.
　　Construction materials
　　1. Ready-mixed concrete and ready-mixed mortar shall be used at construction sites within the specified area.
　　2. Places where concrete or mortar is mixed on site shall take measures for enclosure, dust reduction, and noise reduction.
　　3. Cement and other fine-grained building materials that are easy to fly shall be stored in closed containers or covered.
　　Other measures
　　1. When demolishing buildings or structures, measures such as isolation and sprinkling water for noise and dust reduction shall be taken, and waste shall be cleaned up in time.
　　2. When milling, cutting, etc. on municipal roads, effective dust prevention measures shall be taken. Lime soil and inorganic materials shall be pre-mixed and delivered to the site, and water shall be sprinkled to reduce dust during rolling.
　　3. For construction land that cannot be started temporarily, the construction unit shall cover the exposed ground; if it exceeds 3 months, it shall be greened, paved, or covered.
