Recently, at the on-site promotion meeting for rural domestic sewage and garbage treatment in Hubei Province, it was learned that as of mid-August, 145 township domestic sewage projects in the province have entered trial operation, and 492 are progressing rapidly, but overall progress still needs to be accelerated.
Last year, the province planned to build 647 new township sewage treatment projects and 13,000 kilometers of main sewage pipelines, and started renovating existing projects that did not meet operational standards, aiming to achieve full coverage of township domestic sewage treatment within two to three years. However, judging from the current progress, the overall advancement is relatively slow.
The Hubei Provincial Department of Housing and Urban-Rural Development stated that inspections and supervision have revealed that some township domestic sewage pipeline networks have issues such as imperfect design plans, lax quality control and process management, and hidden risks in construction quality. In some places, construction not organized according to technical regulations can easily lead to safety accidents. In addition, due to insufficient implementation of rainwater and sewage separation, the problem of unstable influent concentration has begun to emerge in some treatment plants under trial operation.
In response, a responsible person from the Hubei Provincial Department of Housing and Urban-Rural Development said that in addition to accelerating construction progress, inspections and spot checks of projects will be increased to ensure that responsible entities at all stages of the project are on duty and fulfill their responsibilities. The construction of sewage pipeline networks must strictly implement the acceptance system for key procedures. Management departments will resolutely "draw the sword" and order rework for projects that violate norms and standards, do not follow drawings, or cut corners. For social capital parties, construction, supervision, and other enterprises or institutions with serious problems, heavy penalties will be imposed, and they will be included in the credit platform blacklist, until their qualifications are revoked, and they will not be allowed to enter the Hubei market for five years.
