The "Digital Silk Road" is a vast "blue ocean." According to the 41st "Statistical Report on Internet Development in China" released by the China Internet Network Information Center (CNNIC) on January 31, 2018, as of December 2017, the number of internet users in China reached 772 million, of which mobile internet users reached 753 million. The mobile-centric internet development is increasingly showing a trend of "Internet of Everything." "Internet of Everything" has triggered the rapid growth of big data, and big data has become a high-value asset and foundational strategic resource, increasingly exerting important impacts on economic transformation and development, changes in national governance systems, the advancement of the digital "Belt and Road," and the improvement of government governance capabilities. Accelerating the deep integration of big data and the "Belt and Road" construction and promoting the dividends of the digital economy to benefit the people of countries along the "Belt and Road" are not only the inherent needs of China's construction of the "Digital Silk Road" in the new era but also a broad consensus reached by countries along the "Belt and Road" to bridge the digital divide, deepen technological cooperation, and enhance the ability of the digital economy to serve the "Belt and Road."
The advancement of the "Belt and Road" initiative will inevitably generate massive amounts of rich data. How to face and process the huge volume of "Belt and Road" construction data and diplomatic data has become an urgent issue to be solved. In the future, establishing a scientific and effective "Belt and Road" big data decision support system, and gradually realizing the comprehensive application of big data in "Belt and Road" decision-making through decision research, decision simulation, decision coordination, and decision early warning systems, will surely prompt China to make more scientific diplomatic decisions and assist the development of "Belt and Road" public diplomacy.
The State Information Center released the "Belt and Road Big Data Report (2017)" on October 12, 2017. Compared with 2016, the 2017 report added more than 200 billion pieces of original data from domestic and international sources, using a total of 500 billion pieces of big data. The data coverage includes more than 60 countries along the "Belt and Road" and 31 provinces, municipalities, and autonomous regions in China, including more than 200 enterprises and over 800 think tanks, which can be described as "massive." However, the "landing and voicing" of reports does not mean they are "deeply rooted in people's hearts." In the future, making full use of big data thinking, disseminating externally in the form of data visualization and exquisite charts, quickly integrating complex real-time information, comprehensively sorting out the causal relationships hidden in the information, and using database technology to quantify the dissemination of "Belt and Road" discourse will promote more dynamic external communication of the "Belt and Road," ensuring that the voice of the "Belt and Road" can not only be heard and heard far but also be heard loudly.
The arrival of the big data era means that data literacy may no longer be a unique advantage of information technology researchers but is gradually becoming a basic quality that citizens of the whole society should possess. In the future, the mature development of the digital economy will surely attract national attention and focus on data literacy education. National data literacy education will enter a new stage, thereby fundamentally promoting changes in the digital era. In particular, improving the big data thinking literacy of Chinese "going global" enterprises from both technical and conceptual levels will help accelerate the connectivity of the "Digital Silk Road."
Currently, data rights are increasingly becoming a new power globally, following land power, sea power, and air power. Data has gradually become a new strategic resource that countries around the world are competing to acquire. Cultivating and strengthening the awareness of data catch-up, making full use of China's huge data scale advantage, and leveraging digital mining technology to maximize the potential value of data resources through data collection, cleaning, analysis, and presentation, and enhancing China's data protection capabilities in cyberspace will help reshape national competitive advantages, strengthen data security management in the construction of the "Digital Silk Road," and at the same time help establish a network community among countries along the "Belt and Road."
The post stations on the ancient Silk Road are equivalent to the "digital hubs" on the "Digital Silk Road." These "digital hubs" are connected to form interconnected "data belts and information roads." The deep integration of big data and the "Belt and Road" construction will promote big data technological innovation and encourage such technological innovation to remain between enterprises and among people, thereby boosting the establishment of a peaceful, safe, open, and friendly cyber socio-economic community. Taking the prosperity and development of e-commerce in the construction of the digital "Belt and Road" as an example, under the "Belt and Road" initiative, the cross-border e-commerce connection index between China and Russia has shown explosive growth.
