近年来，随着我省城镇化水平不断提高，建筑拆除和新建过程中产生的建筑垃圾日益增多，已占到城市垃圾总量的三至四成。为此，我省各地将在充分考虑地区资源条件、经济发展水平和建筑垃圾产生量等因素基础上，合理安排建筑垃圾综合利用企业的布局、用地和规模；还要从建筑的规划、设计到施工、管理等各个环节入手，制定减量化措施。此外，还将具备推广应用条件的建筑垃圾综合利用产品纳入政府采购和推广目录，在城市公用设施和公共建筑建设中，优先选用该类型产品。
