The Ministry of Land and Resources recently issued the 'Implementation Plan for Work Safety Major Inspection' (hereinafter referred to as the 'Plan'), mainly focusing on investigating and dealing with unlicensed exploration and mining, preventing traffic and production accidents, and geological disaster prevention.

The 'Plan' points out that, according to the unified arrangement of the Work Safety Committee of the State Council, the major work safety inspection will be conducted from mid-June to the end of September. The work content of the Ministry of Land and Resources includes:

First, focusing on investigating and dealing with unlicensed exploration and mining, cooperate in carrying out major inspections of mine work safety. Local land and resources authorities at all levels should, in conjunction with the 2012 annual mineral satellite image law enforcement and rare earth special investigation work, strengthen joint law enforcement; actively cooperate with safety supervision, coal mine safety supervision and other departments to carry out major inspections and related work, strictly investigate and deal with illegal acts such as unlicensed exploration and mining, and transfer suspected criminal cases to judicial authorities, maintain normal order of mineral resource development and mine work safety. For mining enterprises that the safety supervision and coal mine safety supervision departments decide to suspend for rectification, the mining licenses shall be timely withdrawn; for mining enterprises decided to be closed, the original mining license issuing authority shall be requested to cancel or revoke the mining license according to legal procedures.

Second, focusing on fire prevention, explosion prevention, traffic and production accident prevention, organize and carry out hidden danger investigations in directly affiliated units.

Third, effectively strengthen geological disaster prevention during the flood season. Local land and resources authorities at all levels should strengthen cooperation with meteorological, water conservancy and other departments, and do a good job in monitoring, early warning, information release and information sharing of geological disasters according to rainfall and water conditions. Do a good job in geological disaster patrol and investigation during the flood season, implement group monitoring and prevention and professional monitoring of hidden danger points, and achieve fixed personnel, fixed points, and regular patrol and monitoring.

Strengthen supervision and inspection and guide on-site inspection and prevention of major hidden danger points and important parts point by point, strengthen supervision and guidance on geological disaster prevention work around engineering construction, mining enterprises, transportation routes, densely populated areas and schools, construction sites of ongoing projects, etc., and in particular, guide construction units to do a good job in site selection of construction areas and temporary work sheds.

Strengthen emergency duty, adhere to the 24-hour duty system during the flood season, timely grasp disaster and danger situations, timely initiate emergency response, strengthen preventive avoidance, try to avoid mass casualties, and maximize the avoidance and reduction of losses to people's lives and property caused by geological disasters. The China Geological Survey and other directly affiliated units of the Ministry, and the State Land Supervision Bureaus stationed in various places should timely grasp meteorological and disaster information, and prevent and effectively respond to various extreme disastrous weather in advance. Units performing field work tasks should strengthen on-site management, strictly prohibit illegal command and operations, and ensure field production safety.

The 'Plan' requires that local land and resources authorities at all levels and directly affiliated units should effectively strengthen organizational leadership, formulate detailed implementation plans, and strengthen information reporting and submission.
