目前，全球钢产能过剩是长期的结构性问题，并非市场周期性问题，钢铁业界领导者需要强大的举措削减过剩产能，否则钢铁工业不可能重获新生。
摩根士丹利的研究数据表明，全球过剩钢产能估计3.34亿吨，其中中国过剩约2亿吨。未来5年，世界钢产量可能增约3%，这意味着不采取行动，产能过剩局面仍将继续存在。
解决产能过剩的传统方法是企业合并，但目前没有足够的健康的钢铁企业愿意并购不健康的企业。中国产能过剩是一个老大难问题。
