From February 5 to 6, the fourth promotion meeting of the Haidian District Underground Space Comprehensive Rectification Work Leading Group was held. At the meeting, units such as Huayuan Road Subdistrict, Yangfangdian Subdistrict, Xueyuan Road Subdistrict, and Dongsheng Town shared their experiences. The Haidian District Civil Air Defense Bureau and the Housing Management Bureau summarized the comprehensive rectification work of civil air defense projects and ordinary basements over the past three years and deployed the next steps. Participants conducted training and exchanges on issues such as how to standardize the use of ordinary basements and how to reuse civil air defense projects after comprehensive rectification.

From 2015 to 2017, the three-year comprehensive rectification of underground space was a requirement to thoroughly implement the municipal party committee and government's directives on the coordinated development of the Beijing-Tianjin-Hebei region and the improvement of urban planning, construction, and management levels. It was a special task of Haidian District's "relocation, rectification, and improvement" and a major task of delivering practical services to the people. Haidian District focused on three key tasks: cleaning up and rectifying, standardizing use, and technological innovation for safety, and made every effort to advance the comprehensive rectification of underground space to achieve the work goals of "cleaning up and rectifying to relieve functions, standardizing use to promote improvement, and technological innovation for safety to achieve long-term results." Over the past three years, with the strong coordination of various subdistricts and towns and the active collaboration of various departments, the comprehensive rectification of underground space was fully promoted. With the goals of dynamically clarifying the base number of underground spaces in the entire Haidian District, clarifying regulatory standards, and dynamically verifying effects, the "six firsts" were achieved: first to issue document basis; first to establish a three-level supervision mechanism at the district, subdistrict/town, and grid levels; first to introduce third-party inspections; first to carry out the standardization of underground space use; first to establish a dynamic supervision system for underground space; and first to achieve video technology monitoring of pedestrian flow in underground spaces.

At the meeting, the responsible person from the Municipal Housing and Urban-Rural Development Commission fully affirmed the achievements of Haidian District's three-year comprehensive rectification of underground space. In 2018, Haidian District will make efforts in serving society and people's livelihood, fully leverage the service effects of underground space, and fully support the overall work of "relocation, rectification, and improvement."
