The Housing and Urban-Rural Development Department of Guangxi recently reported on the first unannounced construction safety inspection of 2018. The inspection team randomly checked 18 projects under construction, issued 5 work stoppage and rectification recommendation letters and 12 hazard rectification recommendation letters, with a work stoppage rate of nearly 30% and a rectification rate of over 60%.
It is reported that the unannounced inspection was organized in January, covering 4 cities and 5 counties (districts) including Nanning, Beihai, Fangchenggang, Hezhou, Hengxian, and Xing'an. The inspection team randomly checked 18 projects under construction, involving 17 construction companies and 17 supervision companies; a total of 5 work stoppage and rectification recommendation letters and 12 hazard rectification recommendation letters were issued, with a work stoppage rate of 27.78% and a rectification rate of 66.67%.
The main problems found during the inspection include: construction companies failing to conduct regular and special inspections according to relevant regulations, project construction plans being prepared late, or on-site construction not matching the construction plan, and some sub-projects with high risk not undergoing expert demonstration. Supervision meetings were mere formalities, project management personnel of supervision companies did not perform their duties properly, supervision of on-site safety hazards was insufficient, and issued supervision notices did not include rectification content regarding safety hazards.
In addition, in terms of major hazard source management, some projects had no major hazard source public notice boards, some projects used lifting machinery without filing, and deep foundation pit excavation lacked a special construction plan after expert demonstration or the foundation pit site did not support construction according to the plan. For example, the deep foundation pit of the first phase of the Hejiang Xingfuli project in Babu District, Hezhou City, had no expert-demonstrated plan, slope excavation was not sloped and had no support measures, and a large amount of materials were illegally stacked at the edge of the foundation pit. The inspection team found that some projects under construction also had many problems in safety protection. For example, edge and opening protection was not in place, building entrances and exits had no safe passages, floor reserved openings had protective railings without toe boards and safety nets; temporary cantilever platforms on site were not erected properly, and the platforms had no effective anti-overturning measures; external scaffolds were not erected properly, and external scaffolds were illegally used as formwork support frames or internal support frames were connected to external scaffolds.
The Autonomous Region Housing and Urban-Rural Development Department issued a region-wide notice of criticism for 5 construction companies and 3 supervision companies that had many safety hazards in this inspection, were issued work stoppage and rectification recommendation letters by the inspection team, and failed to submit rectification reports within the deadline. The relevant municipal and county housing and urban-rural development authorities will include the projects criticized in this notice in the "strictly managed projects" list and increase the dynamic deduction management of safety production. The Autonomous Region Housing and Urban-Rural Development Department requires that effective measures be taken to carry out special treatment for the hidden dangers found in this unannounced inspection.
