Daya Bay District will implement sponge city construction, with the near-term key development areas being the Pingshan River Basin, Aotou Area and Xiayong Area, covering a total of 19.8 square kilometers. It is learned that in order to accelerate sponge city construction in Daya Bay District and improve the region's capacity for natural storage, natural infiltration and natural purification of rainwater, the Daya Bay District Housing and Urban-Rural Development Bureau, in light of the district's actual conditions, organized the compilation of the  "Daya Bay District Sponge City Special Plan" (Draft), which is currently being publicly displayed to widely solicit public opinions.
According to the  "Daya Bay District Sponge City Special Plan" (Draft), the three major river basins of the entire Daya Bay District are divided into the Pingshan River West Area, West District North Area, West District South Area, Tangheng Area, Shangyang Area, Central North Area, Central Area, Houzai Bay Area, Xiaogui Area, Quanwan Area, Petrochemical Area and Xiayong Area, totaling 12 drainage areas.
The sponge natural ecological space is divided into sponge ecological matrix, sponge ecological corridors and sponge ecological patches. The sponge ecological matrix is a landscape matrix centered on regional green spaces, including various natural and artificial vegetation as well as various water bodies and wetlands. The sponge ecological corridors are a “blue-green dual corridor” composed of landscape water system corridors and green ecological corridors. Sponge ecological patches are composed of wetlands and urban green spaces.
Sponge city construction is divided into six major zones: sponge ecological conservation zone, sponge ecological recharge zone, sponge ecological buffer zone, sponge function improvement zone, sponge function strengthening zone and sponge function optimization zone.
The sponge ecological conservation zone refers to highly sponge-ecologically sensitive areas, scenic and historic areas, nature reserves, first-level drinking water source protection areas, basic farmland protection areas, major rivers, reservoirs, wetlands with high water body carrying capacity, etc.; the sponge ecological recharge zone refers to general farmland, second-level drinking water source protection areas, mountain forest land and wetlands with slopes greater than 25% or prone to geological disasters; the sponge ecological buffer zone refers to forest land, orchards, grassland, artificial canals, bare land, etc. with general ecological sensitivity; the sponge function improvement zone refers to areas with concentrated distribution of planned new construction and urban renewal land, where the construction of sponge-functional urban areas is most feasible; the sponge function strengthening zone refers to construction land with prominent water ecology, water environment and water safety problems, where sponge functions urgently need to be strengthened; the sponge function optimization zone refers to existing construction sites with relatively good sponge functions and construction land with low suitability for sponge technology.(
