Recently, the Comprehensive Transportation Plan for the Western Area of the Oujiangkou Industrial Agglomeration Zone (2017-2030), compiled by the Zhejiang Urban and Rural Planning and Design Institute at the commission of the Oujiangkou Industrial Agglomeration Zone Management Committee of Wenzhou City, passed the departmental joint review and has now entered the pre-approval public announcement stage. The announcement period ends on March 21, 2018.
The Oujiangkou Industrial Agglomeration Zone is located at the confluence of the East China Sea and the Oujiang River. It is the main expansion area of Wenzhou's central city and the core area of Wenzhou's coastal industrial belt, as well as the first industrial agglomeration zone approved by Zhejiang Province. According to Wenzhou's development strategy of building a metropolis, this area will become the main platform for Wenzhou's new round of development and will be built into a nationally first-class ecological and livable new city.
According to the plan, the Oujiangkou Industrial Agglomeration Zone aims to create an important transportation node in the eastern bay area of Wenzhou, integrate a multi-modal comprehensive transportation system, and establish a one-hour commuting traffic circle covering the main city, Longgang, Oujiang, Yueqing and Yuhuan.
The key planning area this time is the western part of the Oujiangkou Industrial Agglomeration Zone, bounded by Yanxiao Road (formerly Jing 14th Road) in the east, Oujiangkou Avenue (formerly Huandao South Road) in the south, Oujin Avenue and Kunjiu Road (Lingkun Island regulatory plan area) in the west, and the land area behind the Lingkun operation area of the Oujiang Port Area in the north. The planning period is 2017-2030.
For the roads in the central urban area of the Oujiangkou Industrial Agglomeration Zone, the plan forms a structure of "six horizontals, four verticals, one ring and thirteen radials." The "six horizontals" are Lingni Avenue, Oufan Road, Oujin Avenue, Ouxiu Avenue, Oushi Road and Oujiangkou Avenue; the "four verticals" are Binhai Avenue, the second line of the Ningbo-Taizhou-Wenzhou Expressway, Shuang'ou Avenue and Yangfan Avenue; the "one ring" is the island-ring road formed by Oujiangkou Avenue and Lingni Avenue; and the "thirteen radials" are the thirteen corridors connecting with surrounding areas.
In terms of external connections, the area will mainly connect with the Airport New Area through Rail Lines S1 and S2, National Highway 228, National Highway 330 (currently Provincial Highway 77) and three river-crossing corridors planned in the central-eastern part, and airport bus services are planned.
Public Transport Development Plan
The plan mentions: build a multi-modal, multi-level and efficient public transport system with rail transit and medium-capacity public transport as the backbone, conventional buses as the main body, and taxis and special buses as supplements, so as to achieve organic connection of the public transport system.
Around the stations of Line S1, establish a bus connection system, determine the medium-capacity transport system, and adopt the tram format. In the near term, build a public transport ring within 24 square kilometers to undertake the medium-capacity transport task on the island. Set up 7 conventional bus hubs, 27 origin and terminus stations, and 6 comprehensive depots, with a total area of 396,700 square meters.
Wenzhou Regional Railway Line S1 is an east-west commuter railway and belongs to Wenzhou rail transit. It will build a rapid connection channel between the two major centers of Wenzhou's future metropolitan core area - the central city and the Oujiangkou New City - undertake rapid east-west inter-group traffic connections within the metropolitan area, link Ouhai Central District, the central urban area, Longwan Center with Longwan International Airport and Lingkun Peninsula, and serve the high-speed railway station and Wenzhou Airport. Conditions are reserved for extension to Dongtou urban area. Line S1 has a total length of 77.0 kilometers and an average station spacing of 2.8 kilometers. It uses regional multiple-unit trains, with four-car formations of two motor cars and two trailer cars in the near term and six-car formations in the long term.
