Repeated excavation and backfilling of urban roads causes considerable inconvenience to residents, and building urban underground utility tunnels has become an effective solution to this problem. Since 2015, when Xiamen, Fujian was included in the Ministry of Housing and Urban-Rural Development's first batch of "underground utility tunnel" pilot cities, Fujian Mobile has made every effort to assist the government and municipal units in jointly advancing the construction of underground utility tunnels, achieving win-win cooperation between tunnel management units and utility pipeline units. Recently, the pilot work received high recognition from experts of the performance evaluation team of the Ministry of Housing and Urban-Rural Development, the Ministry of Finance, and the Ministry of Water Resources.

As one of the important pipeline units of Xiamen's underground utility tunnels, Fujian Mobile assisted the Xiamen Utility Tunnel Company and the Municipal Price Bureau in completing the formulation of the "Standards for Utility Tunnel Usage Fees and Maintenance Fees," promoting the establishment and improvement of a paid-use mechanism for urban underground utility tunnels. The Xiamen Branch of Fujian Mobile also actively participated in the revision of supporting policies, regulations, systems, and standards for urban underground utility tunnels, continuously putting forward constructive suggestions by combining the needs of telecommunications enterprises with the government's utility tunnel planning, and improving the standards for the subsequent laying, maintenance, and daily management of communication pipelines in utility tunnels.
At present, Xiamen has put into use 24.58 kilometers of trunk and branch utility tunnels and about 50.46 kilometers of cable tunnels, and it is expected that 152.8 kilometers of utility tunnels will be completed by 2030. Once the utility tunnel system is completed, it will not only beautify this coastal city of Xiamen and enhance the city's comprehensive carrying capacity, but also effectively ensure that the city's "lifelines" such as water supply, power supply, and communications are less affected when disasters occur. Reporters learned that when Typhoon Meranti hit Xiamen in 2016, it severely damaged the city's power grid, water supply, and communication facilities, while the power supply, water supply, and communications incorporated into the underground utility tunnels all operated normally.
