Beijing successfully completed the investment tasks for 230 key projects last year. According to the Beijing Municipal Commission of Housing and Urban-Rural Development, the planned investment for key projects in 2017 was approximately RMB 274.4 billion, with actual investment reaching RMB 278.19 billion, or 101.4% of the annual investment plan, an increase of 3 percentage points in completion rate over 2016.
Investment in Livelihood Projects Exceeds RMB 100 Billion
Beijing-Tianjin-Hebei coordinated development, “high-precision and advanced” industries, ecological environment improvement, infrastructure, and livelihood improvement——the 230 key projects in 2017 were distributed across five major areas, almost every one of which is closely related to people's daily lives.
According to statistics, 85 key projects broke ground last year, completing 83.3% of the annual start-of-construction plan, 37 percentage points higher than the previous year; 35 projects were completed, fulfilling 87.5% of the annual completion plan, 33 percentage points higher than the previous year.
Of the RMB 278.19 billion in investment, the largest share went to livelihood improvement, accounting for more than 40%. It is reported that there were 26 livelihood improvement projects last year, including policy-based housing, shantytown renovation, and public service and convenience facility projects, with a total investment of RMB 126.95 billion, or 117.4% of the annual plan.
In addition, there were 62 Beijing-Tianjin-Hebei coordinated development projects, including the city sub-center, relocation of non-capital functions, transportation integration, and Winter Olympics and Winter Paralympics facilities, with a total investment of RMB 56.85 billion, completing 98.5% of the annual plan; 31 “high-precision and advanced” industry projects, including science and technology innovation platforms and strategic emerging industries, modern service industries, and cultural tourism industries, with a total investment of RMB 35.17 billion, or 80.7% of the annual plan; 50 ecological environment improvement projects, including clean energy, water environment treatment, waste treatment and soil pollution control, greening projects, and urban-rural fringe construction projects, with a total investment of RMB 19.42 billion, or 73% of the annual plan; and 61 infrastructure projects, including rail transit, urban road networks, public transit connections and parking facilities, utility tunnels, and water supply projects, with an investment of RMB 39.80 billion, or 103.8% of the annual plan.
Six Major Projects Break Ground in Huairou Science City
Huairou Science City will be built as the city's third science city after Zhongguancun Science City and Future Science City. It is reported that, relying on major scientific facilities, a batch of frontier interdisciplinary research platforms will be laid out here.
According to the plan, seven projects in Huairou Science City were included in the city's key project plan for 2017. Among them, six projects——the Advanced Light Source Technology R&D and Testing Platform, the Materials Genome Research Platform, the Clean Energy Materials Testing, Diagnosis and R&D Platform, the Comprehensive Experimental Platform for Advanced Transportation and Measurement Technology, the Space Science Satellite Series and Payload Development, Testing and Support Platform, and the Comprehensive Extreme Conditions Experimental Facility——broke ground before October 2017; the Earth System Numerical Simulation Facility will also start construction soon.
At present, the six projects that have started construction have a total floor area of 174,000 square meters and have completed an investment of RMB 237.68 million, with the main structure of some projects more than 80% complete.
  Sub-center Project Construction Fully Accelerated
The 230 key projects involve many aspects such as transportation, energy, education, healthcare, science and technology, and ecology, and will play an important role in relocating non-capital functions, treating urban diseases, improving quality of life, and building an internationally first-class harmonious and livable city.
As early as the beginning of 2017, the Municipal Commission of Housing and Urban-Rural Development, together with the Municipal Government Supervision Office and the Municipal Development and Reform Commission, formed the Municipal Government Office of the Special Supervision Group for 230 Key Projects, and repeatedly convened municipal approval departments such as the Municipal Commission of Planning and Land Resources, relevant district governments, and construction units to coordinate issues in key project construction such as preliminary procedure handling, land acquisition and demolition, and funding implementation. More than 120 on-site project coordination sessions were held to resolve problems in key project construction and promote commencement and completion.
In 2017, the construction of Beijing's city sub-center was fully accelerated, and significant progress was made in the relocation and upgrading of a batch of education and medical resources, including the Renmin University of China Tongzhou Campus and Anzhen Hospital.
In terms of travel, the steel structure of the Beijing New Airport terminal building was capped, and sub-item works such as secondary structure, curtain walls, and mechanical and electrical installation have been carried out. Land acquisition and demolition for the Beijing-Zhangjiakou, Beijing-Bazhou, and Beijing-Shenyang railways proceeded smoothly.
In addition to fully completing the annual investment tasks, nine projects, including Phase I of the Mercedes-Benz MFA front-wheel-drive vehicle project, the Dahuichang Gate Station and inbound/outbound natural gas pipeline project, and the construction of sewage and reclaimed water pipelines in the central urban area, were completed ahead of schedule. Projects such as the Beijing New Airport, the Wangtan shantytown renovation, and the Beijing-Bazhou Railway (Beijing section) also exceeded their annual investment plans, among which the relocation and reconstruction project of Tiantan Hospital has completed completion acceptance and been delivered for use.
