It was learned at the Shaanxi Provincial Transport Work Conference held on January 12 that Shaanxi will build itself into a strong transport province in "two steps." Through three years of unremitting efforts, the province will form a "one-hour commuting circle" for Greater Xi'an, a "two-hour intercity circle" for the Guanzhong urban agglomeration, a "three-hour radiation circle" for neighboring provincial capitals, a "four-to-six-hour transport circle" for the Beijing-Tianjin-Hebei region, the Yangtze River Delta and the Pearl River Delta, and a global "one-day aviation circle," so as to take the lead in helping Shaanxi secure a decisive victory in building a moderately prosperous society in all respects, accelerate the process of enriching the people and strengthening the province, and achieve high-quality development.
Shaanxi will fully implement the three-year transport action plan, focus on key areas, shore up weak links and strengthen areas of weakness, take the initiative in piloting and experimentation, and ensure that by 2020 the "six connections" goals are achieved, namely, highways reaching every county, second-class roads reaching key towns, and asphalt (cement) roads, passenger transport, postal services (express delivery) reaching administrative villages, helping to bring high-speed rail to every city as soon as possible, actively building itself into a demonstration province for a strong transport province, and pushing Shaanxi's construction of a strong transport province to the forefront of the country. Railway construction funds will be issued in an orderly manner, exploration will be made to establish a comprehensive transport development fund, and greater efforts will be made in the development of land around railways, highways, aviation and comprehensive hubs, as well as service areas and logistics and commercial development.
This year, Shaanxi will continue to adhere to the development philosophy of "running transport scientifically, jointly and diligently," and take the building of a transport hub province and the accelerated construction of comprehensive transport as the path to ensure the high-quality completion of all targets and tasks. In 2018, Shaanxi plans to complete 70 billion yuan in transport investment. It will start construction of more than 400 kilometers of high-speed rail, complete four expressway projects totaling 192 kilometers, newly build, reconstruct, improve and upgrade more than 10,000 kilometers of rural roads, implement 10,000 kilometers of highway safety life protection projects, and add 300 administrative villages with access to passenger transport.
According to reports, over the past five years, Shaanxi Province has completed 264 billion yuan in fixed asset investment in transport, completed 24 expressway projects totaling 1,214 kilometers, and the province's total expressway mileage in operation has reached 5,279 kilometers, creating a "one-day transport circle" with neighboring central cities; the province's railway operating mileage has reached 5,300 kilometers, basically forming a "two vertical, five horizontal and three hub" skeleton network.
