It was learned at the 2018 Henan Provincial Transport Work Conference that this year the province plans to complete an investment of 47.2 billion yuan in transport infrastructure construction, advancing a series of projects including expressways, national and provincial highways, rural roads, inland waterway shipping, and transport terminals.
It is understood that over the past five years, the province completed 243 billion yuan of investment in transport infrastructure. Expressway projects such as the Zhengzhou section of the Shangdeng Expressway and the reconstruction and expansion of the Airport Expressway were completed and opened to traffic, the second phase of the Jixi Expressway was accelerated, and the “three vertical and two horizontal” expressway network and expressway ring road in the Airport Economy Zone have basically taken shape. Supporting the construction of Zhengzhou as a national central city, Luoyang as a sub-central city, and regional central cities, the province completed 61,000 kilometers of newly built and reconstructed roads, and more than 95.4% of central cities are now connected to the counties under their jurisdiction by both expressway and trunk road. In the past five years, 33,000 kilometers of ordinary roads were newly built and reconstructed in impoverished areas of the province, 1,072 new rural passenger vehicles were added, 513 rural passenger transport routes were adjusted or added, and 3,825 poor villages achieved the transport poverty alleviation targets of paved road access, bus access, and postal access on schedule.
The conference disclosed that for the whole of 2018, the province plans to complete an investment of 47.2 billion yuan in transport infrastructure construction. In terms of expressways, the focus will be on expressway projects in the impoverished “three mountains and one beach” areas and provincial border areas, improving the expressway network that links internally and connects externally. In terms of ordinary trunk highways, the upgrading and reconstruction of low-grade national and provincial highways will continue to be accelerated, the reconstruction of urban transit sections and city entrance and exit sections of national and provincial highways will be promoted, and the construction of highway bridges across the Yellow River will be advanced. In terms of rural roads, efforts will focus on upgrading dangerous bridges and replacing road sections that lack bridges, and accelerating the construction of “ferry-to-bridge” replacements. In terms of inland waterway shipping, the construction of navigation projects on the Shaying River, Huai River, and Tangbai River will continue to be accelerated. In terms of transport terminals, the focus will be on accelerating the construction of highway passenger transport hubs supporting the “rice-shaped” high-speed railway network and supporting the construction of freight hubs (logistics parks) included in national strategic plans. In terms of transport support and guarantee systems, the focus will be on supporting science and technology informatization and energy-saving and environmental protection projects.
