On the afternoon of December 25, 2017, the groundbreaking ceremony for the Shidian–Lianziqiao Expressway and the connecting line between the Shi-Lian Expressway and the Rui-Meng Expressway was held in Yaoguan Town, Shidian County, Baoshan City. Zhang Jing, Director of the Standing Committee of the Baoshan Municipal People's Congress; He Wei, Member of the Standing Committee of the Municipal Party Committee and Executive Vice Mayor; Shi Jiping, Secretary of the Shidian County Party Committee; Li Wenguang, County Mayor; and Wang Mingcong, Assistant General Manager of the Group Company, Party Secretary and Chairman of the Company, attended the ceremony.
Wang Mingcong noted that the Baoshan Municipal Government and Yunnan Construction and Investment Holding Group (YCIH) have a sound strategic partnership, and that YCIH's long-term development in Baoshan would be impossible without the strong support of the Baoshan Municipal Government. YCIH has carried out extensive and in-depth cooperation with Baoshan in infrastructure construction fields such as shantytown redevelopment, affordable housing, underground utility tunnels, expressways, and water conservancy and water supply, which has both operated the regional market well and boosted Baoshan's economic development.
Wang Mingcong stated that after the project commences, the Infrastructure Investment Company, as the investor and builder of the previous phase of the project—the Baoshan–Shidian Expressway—will actively organize and coordinate, provide support and cooperation, and ensure that all work proceeds smoothly and all objectives are completed on schedule. At the same time, it will further participate in and integrate into the infrastructure construction of Baoshan City and Shidian County, contributing to local economic development and to the well-being of local residents.
Zhu Guangbo, Deputy General Manager of the Company, and Duan Jun, head of the Baoshan region, attended the groundbreaking ceremony.
The Shidian–Lianziqiao Expressway has a total length of 82.81 km, with an estimated total investment of 14.826 billion yuan. The main line starts at Mangzhongzhai on the east side of Shidian County seat, connecting with the endpoint of the Bao-Shi Expressway, passes through Dianyang Town, Yaoguan Town and Wanxing Township, and ends at Lianziqiao in Jiucheng Township, with a total length of 65.95 km. The main line includes 54 bridges totaling 12,644 m and 27 tunnels totaling 33,519 m; bridges and tunnels total 46.16 km, accounting for 70% of the route length. Three interchange interchanges are provided at Dazhai, Yaoguan and Jiucheng. The Mengnuo branch line of the Shi-Lian Expressway has a total length of 16.86 km, starting at Lilai Village and ending north of Mengnuo, with the Mengnuo North hub interchange connecting to the Ruili–Menglian Expressway.
On the same day, December 25, 2017, the groundbreaking ceremony for the Ludian County Ring Road project was held in Wenping Town, Ludian County. Xia Weiyong, Secretary of the Ludian County Party Committee; Ma Hongqi, County Mayor; Ma Li, Deputy Party Secretary and Trade Union Chairman of the Company; and Xie Zhongyong, Chairman of the Project Company, attended the ceremony.
At the ceremony, Ma Li expressed sincere gratitude on behalf of the Group and the Company for the long-term trust and support of the Ludian County Party Committee and County Government and all sectors of society, and congratulated the smooth commencement of the Ludian County Ring Road. Ma Li noted that the Ludian Ring Road is one of the first few projects in Zhaotong to implement the PPP model, and the Company's first highway project to truly land in the Zhaotong region. The Company will give full play to its professional advantages, integrate resources, and fully support the construction of the Ludian Ring Road project. The project company must strictly follow the schedule and advance the project efficiently and with high quality, completing the objectives on time. At the same time, it is hoped that the implementation of the Ring Road project will serve as an opportunity to strengthen exchanges and further deepen cooperation between the two sides in fields such as the Ludian–Qiaojia Expressway, county urban roads, and water network construction.
Xie Zhongyong stated that the construction of the Ludian Ring Road project is of great significance for improving the regional traffic environment in Ludian, driving surrounding development, and advancing Zhaotong–Ludian integration. The project company will make every effort in project investment, construction and management, strictly follow the "four guarantees, one control and one tree" objectives, advance the project with quality, speed and efficiency, ensure the construction task is completed on time with high quality and high standards, bring social and economic benefits into play as soon as possible, and deliver a satisfactory result to the Ludian County Party Committee, County Government and the general public.
The Ludian County Ring Road PPP project has a total length of 19.4 km and a total investment of 2.05 billion yuan. It passes through Wenping Town and Ciyuan Township and is designed as a first-class highway combined with an urban arterial road, with a dual six-lane main carriageway and a design speed of 60 km/h. It will be built in four phases—East Ring, South Ring, West Ring and North Ring—and construction will begin with the East Ring line.
