On the afternoon of September 17, 2017, candidate Zheng from Rudong reported that a post titled "2017 Level 1 Constructor Municipal Mock Test Point Practice" on Toutiao that day was suspected to be highly similar to the actual test paper of this year's Level 1 Constructor Municipal Engineering Practice Exam. After the case was filed, the Ministry of Public Security supervised and designated jurisdiction to the Rudong County Public Security Bureau for investigation.
