It is learned from the Heilongjiang Provincial Department of Transport that by the end of this year, the total mileage of rural roads in Heilongjiang Province has reached 119,000 kilometers (excluding special-purpose roads), accounting for 71.9% of the total road mileage; graded rural roads have reached 103,000 kilometers, accounting for 86.6% of the total rural road mileage; there are 85,000 kilometers of paved roads, with a road surface hardening rate of 71.4%. All townships and administrative villages in the province have been connected by hardened roads, creating a pattern in which “people travel conveniently and goods move smoothly,” and the overall safety of rural roads has been further improved.
　　In recent years, while actively advancing rural road construction to achieve a well-developed road network and excellent road conditions, Heilongjiang Province has coordinated rural road construction with the overall development plan of the provincial Party committee and provincial government and the province’s “13th Five-Year Plan” transport development plan, integrated it with agriculture-related plans such as poverty alleviation and development and water conservancy, and focused on advancing the construction of county and township roads such as poverty-alleviation roads, industrial roads, resource roads, tourism roads, and township access roads. It has strengthened the connection of rural roads with agricultural breeding and processing bases and with important resource production areas and tourist attractions, effectively improving the service depth of the rural road network. In 2016 and 2017 alone, 10,800 kilometers of rural roads were completed in the province. On the basis of 100% of administrative villages being connected by hardened roads, another 863 merged administrative villages have been connected by hardened roads; 639 dangerous bridges on rural roads were renovated, and 6,966 kilometers of life-safety protection projects were implemented. Among them, 7,479 kilometers of rural roads were completed in the province’s 41 poverty-alleviation counties, connecting 731 merged administrative villages by hardened roads; 310 dangerous bridges on rural roads were renovated, and 4,012 kilometers of life-safety protection projects were implemented.
　　This year, Heilongjiang Province integrated and established 95 county-level rural road management and maintenance institutions, set up 405 township (town) rural road management offices and 80 maintenance work areas, and the establishment rate of county- and township-level institutions reached 100%, ensuring that every road is maintained and guaranteeing that rural roads are “unobstructed, clean, green, beautiful, and safe.”
　　It is understood that by 2020, Heilongjiang Province will basically build a rural transport service system with overall capacity adapted to demand, a scientific and reasonable structure, intensive and efficient organization, advanced and applicable technology, strong safety guarantees, an eco-friendly environment, and smooth systems and mechanisms, and will strive to achieve the “eight 100%” goals: the rate of townships and administrative villages connected by hardened roads reaching 100%; completion of poverty-alleviation tasks reaching 100%; the rate of hidden danger treatment on county and township roads basically reaching 100%; the establishment rate of county- and township-level rural road management institutions reaching 100%; the proportion of rural road management institution funds and maintenance production funds included in fiscal budgets striving to reach 100%; the formulation rate of township regulations and village covenants on loving and protecting roads in all localities reaching 100%; the rate of rural roads included in maintenance reaching 100%; and the proportion of administrative villages with the conditions for bus service in the province reaching 100%.
