According to the notice from the Fujian Provincial Department of Housing and Urban-Rural Development on November 14, 2017, regarding the full implementation of green building standards for new civil buildings (Minjianke [2017] No. 45), starting from January 1, 2018, all localities shall strictly implement the mandatory standard "Fujian Province Green Building Design Standard" (DBJ13-197-2017) (hereinafter referred to as the "Standard"). From January 1, 2018, all new civil buildings included in the construction drawing review scope shall meet the one-star green building design requirements, and public buildings invested by the government or mainly by the government shall meet the two-star green building design requirements. In order to better interpret the technical provisions of the newly revised green building design standard and improve the quality of green building design, on December 12, the first training session on the mandatory green building design standard of Fujian Province, jointly organized by the Fujian Academy of Building Research, the Fujian Strait Green Building Development Center, and the Fujian Provincial Engineering Construction Science and Technology Standardization Association, was held in Fuzhou. More than 150 architectural professionals from green building design, construction drawing review, consulting, and other related units in the province participated in the training.   The training session was presided over by Huang Xiadong, Deputy Director and Secretary-General of the Fujian Strait Green Building Development Center. Chen Zhenjian, Deputy Director of the Fujian Academy of Building Research, the main drafting unit of the standard, briefly explained the background of organizing the first standard training session and introduced the organizers of the training session.   At the training session, Xu Qi, Director of the Science and Technology and Design Division of the Provincial Department of Housing and Urban-Rural Development, delivered an important speech, introducing the current development status and policy trends of green buildings in the province. He pointed out that the planning, design, and construction of green buildings is a highly professional task, requiring all construction entities to carefully digest the technical provisions of the new "Standard" and conduct more research; competent departments at all levels, design units, and drawing review agencies must earnestly implement it, and those who fail to implement the mandatory standards will be dealt with strictly in accordance with relevant laws and regulations; the competent departments of each districted city shall incorporate the "Standard" into the 2018 training plan and organize at least one training session for practitioners. Finally, he hoped that the technical backbone representatives participating in the training would actively promote and facilitate the full implementation of the newly revised green building design standard.   The experts lecturing at this training were the chief drafting experts from the standard drafting units, the Fujian Academy of Building Research and the Fujian Provincial Construction Engineering Technology Center. The experts explained the relevant provisions of the architectural discipline in the "Standard" one by one. Hu Daming, Senior Engineer of the Fujian Academy of Building Research, the main drafting unit, lectured on the drafting ideas and overview, general provisions, terms, and basic requirements of the standard, and explained in detail the provisions related to the architectural discipline combined with green building engineering cases; he also introduced the task source, drafting ideas, drafting instructions, and main technical contents of the "Fujian Province Civil Building Envelope Energy-Saving Engineering Practices and Data" (Min 2015-J-39). Wang Yunxin, Professor-level Senior Engineer of the Fujian Academy of Building Research, focused on explaining the provisions of the general layout design in the "Standard". Shi Jinhua, Professor-level Senior Engineer of the Fujian Provincial Construction Engineering Technology Center, carefully explained the provisions, explanations, and submission materials for drawing review of the architectural design chapter in the "Standard".   The purpose of this training session was to enable practitioners in green building planning, design, construction drawing review, and other fields across the province to learn and master the newly revised green building design standard, thereby gaining a more comprehensive understanding of green building design, better grasping the development direction of green buildings, and pushing the province's green buildings to a higher level.
