From December 1 to before the 2018 Spring Festival, Shandong will organize a province-wide special inspection of migrant worker wage payments, focusing on wage arrears in the engineering construction sector. Violating enterprises will be placed on a “blacklist” and subjected to joint punishment.
According to reports, this special inspection focuses on the engineering construction sector and labor-intensive processing and manufacturing industries. It mainly examines whether employers pay migrant workers in full and on time, whether they comply with minimum wage regulations, whether employers have signed labor contracts with migrant workers, whether under-construction projects have implemented systems and measures such as wage guarantee deposits, real-name management of migrant workers, and dedicated wage accounts for migrant workers, and whether government departments owe project payments and migrant worker wages.
According to reports, through the special inspection, Shandong strives to achieve a marked decline in wage arrears cases and the number of migrant workers involved before the Spring Festival, as well as a marked decline in the number of mass incidents caused by wage arrears. The results of this inspection will serve as an important basis for evaluating enterprises' labor security compliance and creditworthiness. Violating enterprises will become key targets of labor security supervision, be placed on the “blacklist” for拖欠 migrant worker wages, and be subjected to joint punishment, so that enterprises in arrears are “restricted everywhere for one violation.”
