More than ten thousand kilometers of underground pipelines in Urumqi have been surveyed and mapped into "one map" on computers at the Urumqi Urban Construction Archives.
On December 4, a reporter learned from the Urumqi Urban Construction Archives that according to data generated by Urumqi's underground pipeline survey project, the total length of various pipelines currently stands at 13,649 kilometers. This is an important achievement formed through Urumqi's underground pipeline surveys and supplementary measurements from 2003 to 2017, and will provide support services for urban planning, construction, and management.
Zhang Weimin, director of the Urumqi Urban and Rural Planning Administration, said that underground pipelines are the lifelines of a city and reflect, in one respect, the level of a city's modernization. Comprehensive management of underground pipelines is an important safeguard for urban disaster prevention and mitigation, avoiding pipeline accidents, and eliminating hidden dangers. It is also a foundational task in building a "digital city" and a "smart city." Urumqi's implementation of the underground pipeline "one map" supplements and improves the city's overall "one planning map," enables dynamic maintenance of the overall urban plan, and enhances the adaptability of planning.
In July 2003, the Urumqi Underground Pipeline Survey Leading Group was established, with the Urumqi Planning Bureau organizing the work and the Urumqi Urban Construction Archives responsible for the specific implementation of the underground pipeline survey and system development. The project lasted five years and was completed in phases with an investment of 30 million yuan. At the same time, in 2006, an integrated underground pipeline management information system was developed to manage the more than 6,900 kilometers of pipelines formed through the survey.
After the first round of survey work was completed, starting in 2010, the Urumqi Urban Construction Archives carried out dynamic management of underground pipelines. Based on annual construction plans, supplementary pipeline measurements were conducted on sections of completed urban road reconstruction and expansion projects and newly built road projects, ensuring timely updates and improvements to data in the pipeline system. From 2010 to 2017, supplementary measurements covered a total of 6,650 kilometers of various pipelines.
In 2017, 80% of the government-invested upgrade and renovation project for the integrated underground pipeline management information system was completed. The system is an upgrade of the underground pipeline information system developed in 2006. It is currently in trial operation, and all underground pipelines have been mapped into "one map." The reporter saw that the map contains pipelines in eight colors, with each color representing one type of pipeline. It can be zoomed to any scale for viewing, analysis, and statistics of pipelines, meeting the pipeline application needs of different departments and users such as planning, design, construction, construction work, and maintenance.
Zhang Weimin also said that the report of the 19th National Congress of the Communist Party of China proposed that building an ecological civilization city is a millennium plan for the sustainable development of the Chinese nation. Planning departments should continue to manage underground pipelines well, update underground pipeline system data in real time, provide information support for urban planning, construction, and management such as the development and utilization of underground space, sponge cities, and the launch of key projects, and provide convenient and efficient services to a wide range of users in society.
It is reported that underground pipeline archive materials are an important component of the data resources in the "one planning map" information platform.
The "one planning map" refers to an information platform that integrates planning resources and provides support for planning decisions and planning approvals.
