Figure 3: Supervision and law enforcement inspections in various regions
In the second quarter of 2017, various regions issued a total of 118,609 supervision and law enforcement inspection rectification orders and 7,219 administrative penalty decisions, penalizing 6,236 relevant units and 1,780 relevant personnel. Among them, provincial housing and urban-rural development departments issued 2,951 supervision and law enforcement inspection rectification orders and 1,044 administrative penalty decisions, penalizing 741 relevant units and 134 relevant personnel; municipal and county-level housing and urban-rural development departments issued 115,658 supervision and law enforcement inspection rectification orders and 6,175 administrative penalty decisions, penalizing 5,495 relevant units and 1,646 relevant personnel. In terms of the number of administrative penalties, Beijing, Chongqing, and Shandong imposed relatively severe penalties.

Figure 4: Penalty situations in various regions
In the second quarter of 2017, various regions implemented 7,543 credit disciplinary actions and exposed 1,594 typical cases of violations. Among them, provincial housing and urban-rural development departments implemented 2,153 credit disciplinary actions and exposed 108 typical cases of violations; municipal and county-level housing and urban-rural development departments implemented 5,390 credit disciplinary actions and exposed 1,486 typical cases of violations. In terms of the number of exposed typical cases, Henan, Jiangxi, and Hunan exposed relatively more cases.

III. Safety Production Standardization Evaluation of Construction Enterprises
As of the second quarter of 2017, the average safety production standardization evaluation rate of construction enterprises nationwide was 43.21%, with Shanghai, Fujian, Yunnan, and Heilongjiang having relatively high evaluation rates; the average evaluation rate of ongoing housing and municipal engineering projects was 57.58%, with Shanghai, Hunan, Fujian, and Tianjin achieving a 100% evaluation rate.

  IV. Survey and Design Quality
In the second quarter of 2017, a total of 91,347 projects nationwide underwent construction drawing design document review, of which 43,026 projects passed the initial review, with an initial review pass rate of 47.1%. A total of 35,132 instances of violations of mandatory engineering construction standards were identified, averaging 38 instances per hundred projects. The initial review pass rate has significantly improved compared to 2016, and the average number of violations of mandatory provisions per hundred projects has significantly decreased compared to 2016.

  V. Engineering Technology Progress
In the second quarter of 2017, there were 616 engineering projects nationwide applying Building Information Modeling (BIM) technology, and 1,598 projects applying six or more of the 10 new technologies in the construction industry. Among them, Shanghai, Fujian, and Guangdong had more projects applying BIM technology, and Beijing, Zhejiang, and Hubei had better implementation of the 10 new technologies in the construction industry.

VI. Special Review of Out-of-Code High-Rise Buildings and Promotion of Seismic Isolation and Energy Dissipation Technology
In the second quarter of 2017, a total of 268 special reviews of seismic fortification for out-of-code high-rise building projects were conducted nationwide, with 237 passed. Nationwide, 676 new seismic isolation and energy dissipation projects started, and 333 were completed. Among them, Yunnan, Xinjiang, and Zhejiang promoted seismic isolation and energy dissipation technology more vigorously, with Yunnan Province accounting for 46.7% and 49.2% of the national total for newly started and completed seismic isolation and energy dissipation projects, respectively.

VII. Formulation of Local Regulations, Standards, and Specifications
In the second quarter of 2017, various regions formulated 71 provincial-level normative documents, compiled 113 provincial-level technical standards and specifications, and compiled 12 provincial-level technical guidelines. Among them, Hebei, Beijing, Jilin, and Heilongjiang formulated local regulations and standards more vigorously.

  VIII. Requirements for Next Steps
From the reports submitted by various regions, some areas still have inadequate implementation of the project quality lifetime responsibility system. Among them, 12 provinces (autonomous regions) including Shaanxi, Jiangsu, Ningxia, Guangdong, Gansu, Sichuan, Guizhou, Henan, Tibet, Guangxi, Hebei, and Inner Mongolia did not achieve a 100% signing rate for legal representative authorization letters and project quality lifetime responsibility commitment letters; 15 provinces (autonomous regions and municipalities) including Jilin, Inner Mongolia, Shaanxi, Jiangxi, Shandong, Tibet, Henan, Guangxi, Jiangsu, Yunnan, Sichuan, Gansu, Chongqing, Fujian, and Guizhou did not achieve a 100% coverage rate for permanent plaques. Some areas have insufficient supervision and law enforcement inspection efforts, and the phenomenon of emphasizing inspection over punishment remains prominent.
The safety production standardization evaluation work of construction enterprises in various regions is uneven. Some areas have not yet fully promoted this work, and the coverage of standardization evaluation is relatively small. Tianjin, Qinghai, Xinjiang, Henan, Tibet, Guizhou, and Inner Mongolia have an evaluation rate of less than 10% for construction enterprises.
Some areas have relatively slow progress in promoting engineering technology progress, with fewer projects applying BIM. Tianjin, Heilongjiang, and Chongqing had no projects applying BIM technology in the second quarter. Some areas have insufficient attention to the promotion and application of the 10 new technologies in the construction industry, failing to play a leading and driving role in promoting technological upgrading and innovation.
All regions are requested to earnestly implement various tasks in accordance with the requirements of the "Construction Quality and Safety Improvement Action Plan" (Jian Zhi [2017] No. 57), and submit the progress of the construction quality and safety improvement action for the previous quarter to the Department of Engineering Quality and Safety Supervision of our Ministry within 15 days after the end of each quarter.
