Recently, the reporter learned from the Hefei Urban and Rural Construction Committee that in order to guide the city's 2017 rural domestic sewage treatment and toilet renovation work, the "Hefei 2017 Rural Domestic Sewage Treatment Work Plan" and the "Hefei 2017 Rural Toilet Renovation Work Plan" have been issued. According to the plan requirements, in 2017 the city will start construction of 25 township sewage treatment plants and complete the pilot renovation of 20,000 rural toilets.
Construction of 25 Township Sewage Treatment Plants to Start This Year
It is understood that Hefei currently has 25 townships without township sewage treatment plants. Among them, 10 are in Feidong, 8 in Changfeng, 5 in Chaohu, and 2 in Lujiang.
According to the 2017 target tasks, by the end of the year, the 25 townships without sewage treatment plants will complete land acquisition and the design of sewage treatment plants and supporting pipe networks. In addition, combined with beautiful countryside construction, 70 central villages will complete sewage treatment facility construction. For treatment scale above 1,000 tons/day, sewage treatment plants will be built; for below 1,000 tons/day, integrated sewage treatment facilities will be built.
The plan is that by 2020, full coverage of domestic sewage treatment facilities will be achieved in the seats of 85 township (town) governments, 712 beautiful countryside central villages, administrative villages listed in the "13th Five-Year" rural environmental improvement tasks, and villages around key river basins, in key water source areas, and in environmentally sensitive areas.
According to the plan requirements, rural sewage treatment will follow the principles of "adapting to local conditions, regional coordination, economic applicability, and easy maintenance," scientifically select treatment modes, and strengthen the construction of township (town) sewage treatment facilities. Townships (towns) around cities can be connected to municipal sewage pipe networks for centralized unified treatment; built-up areas where township (town) governments are located should adopt centralized sewage treatment modes; townships (towns) whose pipe network construction is limited by terrain conditions can, in light of actual conditions, adopt relatively centralized sewage treatment modes. Adjacent townships (towns) are encouraged to jointly build sewage treatment plants to achieve regional coordination and shared benefits.
In villages covered by municipal sewage pipe networks, sewage can be connected to the municipal sewage pipe network for treatment; central villages with a population of more than 600 people should mainly adopt centralized treatment; other villages should mainly adopt decentralized treatment, using household-based or joint-household methods, adopting simple treatment technologies such as prefabricated three-chamber septic tanks, and carrying out ecological treatment on site.
In addition, to better ensure the normal operation of sewage treatment facilities, the built-up areas where township governments are located will make full use of "Internet+" technology to establish a digital operation and maintenance service management and control platform for sewage, and conduct online monitoring of sewage that meets discharge standards.
Pilot Renovation of 20,000 Rural Toilets to Be Completed This Year
The "toilet revolution" is another important task in advancing the "three major revolutions" of rural environmental governance. At present, the Hefei Urban and Rural Construction Committee is carrying out a comprehensive survey of toilet renovation, which will be completed by the end of November.
According to the 2017 target tasks, the city will complete the pilot toilet renovation task of 20,000 rural households this year. Among them, 5,000 in Feidong County, 3,000 in Feixi County, 3,000 in Changfeng County, 5,000 in Lujiang County, and 4,000 in Chaohu City.
The targets of renovation are the sanitary toilet renovation of permanent rural households in natural villages, with emphasis on renovating non-sanitary toilets of permanent rural households in natural villages that cannot be included in the centralized collection and disposal system of pipe networks, so that rural people can use sanitary toilets. By the end of 2020, the task of sanitary toilet renovation for permanent rural households in natural villages assigned by the province will be fully completed. According to the plan requirements, in general rural areas, prefabricated three-chamber septic tank toilets will be promoted; in villages and new rural communities covered by urban sewage pipelines, water-flush toilets will be promoted; in villages within key drinking water source protection areas, water-flush toilets will be fully adopted, and centralized collection and disposal systems of pipe networks will be established to achieve discharge standards.
In addition, rural toilet renovation will be combined with sewage treatment, and the promotion and use of integrated treatment equipment for single households, two or three households, and multiple households in parallel will be encouraged, so that toilet renovation and sewage treatment are carried out simultaneously and completed in one step.
The plan also stipulates that the rural toilet renovation project will implement a one-household-one-file system. After the toilet renovation of an entire village is completed, the county (city) will be responsible for organizing acceptance, and after one village is accepted, it will be closed out. A lifetime quality system and accountability system will be strictly implemented, and a long-term maintenance management mechanism will be established and improved, promoting the standardization, normalization, and marketization of maintenance work, and ensuring that maintenance management personnel and funds are in place.
