In the first half of this year, environmental issues along the Beijing-Shanghai High-Speed Railway led to numerous delays and traffic accidents. In April, the Ministry of Housing and Urban-Rural Development, the National Railway Administration, and China Railway Corporation jointly deployed a special campaign, requiring local governments along the line to work with railway authorities to tackle the "three major battles" and resolutely eradicate persistent problems.
According to a July 18 message on the National Railway Administration website, recently, the National Railway Administration and other departments conducted research on railway line environmental improvement along the Beijing-Harbin Railway (Beijing-Qinhuangdao section), Tianjin-Qinhuangdao High-Speed Railway, and Qinhuangdao City in Hebei Province. Following preliminary concentrated improvement, all 166 safety hazards identified during the comprehensive environmental improvement inspection along the Beijing-Shanghai High-Speed Railway have been resolved.
To strengthen comprehensive management of the safety environment along railway lines and solidly advance the construction of the Beijing-Shanghai High-Speed Railway safety and civilization demonstration line, from July 13 to 14, the Ministry of Housing and Urban-Rural Development, the National Railway Administration, and China Railway Corporation organized relevant departments and units to conduct research on railway line environmental improvement along the Beijing-Harbin Railway (Beijing-Qinhuangdao section), Tianjin-Qinhuangdao High-Speed Railway, and Qinhuangdao City in Hebei Province, and held an on-site meeting on comprehensive environmental improvement along the Beijing-Shanghai High-Speed Railway in Tianjin. Yu Chunxiao, Member of the Party Leadership Group and Deputy Administrator of the National Railway Administration, led the team.
During the research on railway line environmental improvement, the team conducted an on-board inspection of the safety environment along the Beijing-Harbin Railway and Tianjin-Qinhuangdao High-Speed Railway, inspected two locations in Qinhuangdao where illegal structures along the railway were demolished, visited the Qinhuangdao Digital Urban Management Command Center's cloud platform for centralized rectification of "double violations," and held a symposium to summarize preliminary work and propose next steps. Officials from Beijing Municipality, Hebei Province, Beijing Railway Bureau, and other departments and units participated in the research.

Meanwhile, relevant local people's governments have investigated and cleaned up illegal land occupation, illegal construction, and illegal operations within and outside the high-speed rail safety protection zone in accordance with the law, effectively purifying the safety environment along the high-speed rail line. At the on-site meeting on comprehensive environmental improvement along the Beijing-Shanghai High-Speed Railway, officials from all seven provinces (municipalities) along the line, the Shanghai Railway Supervision and Administration Bureau, and the Beijing, Jinan, and Shanghai Railway Bureaus inspected two high-speed rail safety environment improvement sites in Tianjin. Tianjin Municipality, Shandong Province, the Shanghai Railway Supervision and Administration Bureau, and the Beijing Railway Bureau reported on their work in building the Beijing-Shanghai High-Speed Railway safety and civilization demonstration line. Leaders from the Ministry of Housing and Urban-Rural Development, the National Railway Administration, and China Railway Corporation delivered speeches.
In his speech, Comrade Yu Chunxiao fully affirmed the achievements of the first and second battles in the safety environment improvement along the Beijing-Shanghai High-Speed Railway, and required all parties to make persistent efforts to win the third battle and ensure that the Beijing-Shanghai High-Speed Railway is built into a "safety and civilization demonstration line" by the end of September. At the same time, it is necessary to formulate and improve the implementation measures for the "dual section chief system" for high-speed rail safety environment management and establish a long-term mechanism. He emphasized that this comprehensive environmental improvement along the Beijing-Shanghai High-Speed Railway is an in-depth exploration and bold innovation of the "coordinated supervision, comprehensive management" approach for railway safety supervision and safety environment management along the line. It is necessary to promptly summarize experience and promote it to high-speed railways nationwide as soon as possible; and to actively promote railway safety legislation in various regions to create a legal atmosphere of managing and protecting railways according to law.
