To the housing and urban-rural development departments of all provinces, autonomous regions, and municipalities directly under the Central Government, and the Beijing Municipal Commission of Planning and Land Resources:
In order to deepen the reform of the construction industry and advance the informatization of the construction market, all localities have established and improved integrated working platforms for construction market regulation. Among them, Beijing, Shanghai, Jiangsu, Anhui, Zhejiang, Sichuan and other places have made relatively rapid progress, with relatively complete platform functions, greater efforts in promotion and application, and better data reporting. In order to further implement the Opinions of the General Office of the State Council on Promoting the Sustained and Healthy Development of the Construction Industry (Guobanfa [2017] No. 19), deepen the application of the National Public Service Platform for Construction Market Regulation (hereinafter referred to as the National Platform), advance the construction of provincial-level integrated working platforms for construction market regulation (hereinafter referred to as provincial-level platforms), and effectively improve data quality, the relevant matters are hereby notified as follows:
I. Strengthen platform application
Provincial-level housing and urban-rural development authorities shall further improve the functions of provincial-level platforms, guide and serve relevant entities in the construction market to promptly handle various business matters through the platforms, and prevent business handling and platform use from becoming “two separate things.” Provincial-level platforms shall cover the daily regulatory business of the construction market in all cities and counties within their administrative regions. Cities and counties that adopt the data interconnection model for platform construction shall maintain data consistency with provincial-level platforms, upload business data to provincial-level platforms in a timely manner, and provincial-level platforms shall upload such data to the National Platform, ensuring the realization of the informatization goal of “one database for data, one network for regulation, and one line for management” in the national construction market.
II. Improve data quality
Housing and urban-rural development authorities at all levels shall, in accordance with unified national data standards, strengthen the construction of basic databases for engineering construction enterprises, registered personnel, engineering projects, integrity information, and other matters, adopt effective measures to strengthen data governance, and steadily improve the quality of construction market regulatory data entered into the databases. In accordance with the principle of “whoever approves regulates, whoever collects is responsible,” housing and urban-rural development authorities responsible for approval shall promptly collect and enter data such as enterprise qualifications and personnel qualifications into the basic databases through various business platforms; housing and urban-rural development authorities in the locations of engineering projects shall incorporate all data from stages such as bidding and tendering, construction drawing review, contract filing, construction permits, and completion acceptance filing into provincial-level platforms.
Provincial-level housing and urban-rural development authorities shall further improve the interconnection mechanism between provincial-level platforms and the National Platform, ensure the safe and stable operation of data exchange systems, ensure real-time interconnection and connectivity between provincial-level platforms and the National Platform, and ensure that uploaded data is timely, accurate, and complete.
III. Improve project information
Information on engineering projects (including retroactively recorded engineering projects) shall be collected and entered through the platforms of the housing and urban-rural development authorities in the locations of the projects. Housing and urban-rural development authorities at all levels shall formulate measures for the management of engineering project information collection, establish a responsibility tracing system, strictly check engineering project information entering provincial-level platforms, and prevent false information from entering the databases. Units or individuals that commit fraud in the collection and entry of engineering project information shall be strictly dealt with in accordance with the law and reported to the National Platform as adverse credit records. Provincial-level housing and urban-rural development authorities shall strictly review project information and be responsible for the authenticity of engineering project information reported to the National Platform.
All localities shall strengthen supervision and management of the retroactive recording of engineering project information, conduct strict review, accelerate the process, and complete the retroactive recording work before December 31, 2017. All localities shall incorporate retroactively recorded engineering projects into daily regulation and shall not separately establish a retroactive recording project database used only for qualification applications. It is necessary to further standardize confidentiality management for classified projects, strictly comply with confidentiality laws and regulations, not disclose classified project information, and not report classified project information to the National Platform. All localities shall conduct a comprehensive review of projects already reported to the National Platform to ensure that the reported project information does not contain classified project information.
IV. Accelerate integrity development
Housing and urban-rural development authorities at all levels shall, in accordance with the requirements of the Regulations on Government Information Disclosure, the Interim Regulations on Enterprise Information Disclosure, and the Outline of the Plan for the Construction of a Social Credit System (2014—2020), promptly disclose credit information of engineering construction enterprises, registered personnel, and other relevant entities in the construction market. It is necessary to further increase the collection and reporting of adverse credit information and, after administrative penalty decisions take effect, promptly report such information to the National Platform through provincial-level platforms. The Ministry will periodically conduct statistics and assessments on the reporting of adverse credit information in all localities, and will issue notices of criticism for those that fail to report information in a timely manner.
V. Strengthen inspection and assessment
Housing and urban-rural development authorities at all levels shall further increase supervision and inspection of the informatization of construction market regulation. The Ministry will strengthen inspections of the construction of provincial-level platforms, periodically assess platform construction, data reporting, operation and maintenance, and other matters in all provinces (autonomous regions and municipalities directly under the Central Government), and publish the assessment results. National notices will be issued for localities ranking lower, advancing platform construction slowly, or reporting relatively small quantities of data of low quality, and special supervisory inspections will be organized.
Provincial-level housing and urban-rural development authorities shall strengthen inspection and assessment of municipal and county housing and urban-rural development authorities in advancing platform construction and collecting and reporting data, formulate assessment measures, and periodically organize inspections. For cities and counties where work is not advanced effectively, measures such as interviews and notices shall be adopted to urge rectification.
VI. Establish a liaison mechanism
Housing and urban-rural development authorities at all levels shall strengthen communication and coordination, establish and improve a liaison mechanism for the informatization of construction market regulation, ensure the stable operation of provincial-level platforms, and provide technical support and related services. Provincial-level housing and urban-rural development authorities shall designate a dedicated institution responsible for the construction, operation, and maintenance of provincial-level platforms, and shall each designate one business management staff member and one technical management staff member as liaisons responsible for coordinating platform operation and management.
Provincial-level housing and urban-rural development authorities are requested to submit to the Department of Construction Market Regulation of the Ministry before June 30, 2017, the liaison information form (see attachment), the province's current data standards for databases of engineering construction enterprises, registered personnel, engineering projects, and integrity information, data dictionary tables, and opinions and suggestions on the revision of the national database data standards (please send the electronic version to the email address: ztb@mail.cin.gov.cn).
