The reporter learned from the Provincial Department of Housing and Urban-Rural Development that in 2017 Qinghai Province plans to commence construction of 54.25 kilometers of underground utility tunnels for the year, with an estimated investment of 4.02 billion yuan. As of now, the province has commenced construction of 20.91 kilometers of underground utility tunnels, a commencement rate of 38.54%, with completed investment of 270 million yuan. Among these, Xining City has commenced construction of 9.05 kilometers of underground utility tunnels, a commencement rate of 49.40%, with completed investment of 85 million yuan.
　　To solidly advance the urban underground utility tunnel construction project in our province, in May the province held a special planning guidance meeting. Experts from the Ministry of Housing and Urban-Rural Development provided special guidance on underground utility tunnel planning to the housing and urban-rural development departments and relevant planning formulation units of all cities in the province, county seats of prefectural capitals, and counties slated for county-to-city conversion during the "13th Five-Year Plan," focusing on analyzing and guiding the underground utility tunnel plans of Xining City and Haidong City. Supporting policies for underground utility tunnels were improved. The Provincial Department of Housing and Urban-Rural Development and the Provincial Energy Administration forwarded the "Opinions of the Ministry of Housing and Urban-Rural Development and the National Energy Administration on Promoting the Incorporation of Power Pipelines into Urban Underground Utility Tunnels," encouraging power grid enterprises to participate in investing in, constructing, and operating urban underground utility tunnels and to jointly ensure the incorporation of power pipelines into tunnels. Among these, Xining City and Haidong City respectively issued the "Measures for the Management of Underground Utility Tunnels in Xining City," the "Measures for the Management of Utility Tunnels in Haidong City (Trial)," and the "Measures for the Management of Urban Utility Tunnel Operation in Haidong City (Interim)," further standardizing the planning, construction, and management of underground utility tunnels and safeguarding the safe operation of underground pipelines.
