On June 23, an on-site meeting on urban underground utility tunnel construction in Shaanxi Province was held in Xi'an. The meeting reported on the province's urban underground utility tunnel construction and outlined arrangements for next steps. At present, Shaanxi Province has 33 completed projects with a total length of 67 kilometers and 79 projects under construction with a total length of 166 kilometers. By 2020, the underground utility tunnels built and put into operation in Shaanxi Province will reach 100 kilometers.
The meeting required that all localities earnestly implement the deployment and requirements of the provincial government, plan comprehensively in light of local conditions, take proactive action, and fully advance urban underground utility tunnel construction in the province. First, new construction and renovation should be carried out simultaneously, firmly ensuring that new projects are built in step and no new debts are incurred; old projects should be gradually settled according to local conditions, and projects in both new and old areas should be advanced simultaneously. Second, preliminary procedures should be improved. In accordance with the “three ones” standard requirements, localities should sort out the task list for starting construction, promptly formulate construction start plans, strictly follow basic construction procedures, and accelerate the handling of all preliminary procedures. Third, project construction should be advanced. Projects that started before 2017 should continue to be accelerated; projects listed in the 2017 construction start tasks should start on time; and for projects already under construction, attention should be paid to timely payment of construction funds stipulated in contracts to ensure smooth progress of project construction. Fourth, pilot cities should be courageous in taking responsibility, act proactively, refine implementation plans, formulate and improve supporting policies, and complete the pilot and exploratory tasks with high quality. Fifth, supervision and management should be strengthened for survey, design, construction, supervision, completion acceptance, and other stages of underground utility tunnel projects, the primary responsibility of all parties involved in project construction for quality and safety should be implemented, and project quality and safety should be ensured.
Next, the Department of Housing and Urban-Rural Development of Shaanxi Province will adopt measures such as monthly information reporting, quarterly notifications, and annual assessments to intensify assessment of utility tunnel construction and continuously advance utility tunnel construction. At the same time, the provincial department will strengthen information reporting by all localities, requiring them to promptly fill in information in the Ministry of Housing and Urban-Rural Development's urban underground utility tunnel information system and promptly submit the "Monthly Progress Statistics Form for Underground Utility Tunnel Construction Tasks," ensuring that the reported information is timely, complete, and accurate.
After the meeting, participating representatives visited the construction of the Kunming Road underground utility tunnel project and the Changning New Area underground utility tunnel project in Xi'an.
