Old City Upgrade Attracts Attention from Many NPC Deputies
Hefei's old city area, i.e., the area within the Ring Park, covers about 7.32 square kilometers. This is the area with the densest historical and cultural resources in Hefei. From the ancient battlefield of Xiaoyaojin and the Jiaonu Platform from the Three Kingdoms period, to the Jindou City and Douliang City of the Tang and Song dynasties, to the former residence of Li Hongzhang in the late Qing Dynasty, numerous historical relics continue the cultural lineage of Luzhou.
The old city area is also relatively rich in commercial resources, including Huaihe Road Pedestrian Street, Funan Road Food Street, Chenghuang Temple Commercial Street, Women's Street, etc. Due to ineffective development, the rich tourism resources have not formed a contiguous, connected centralized tourist attraction. Commercial areas have been built in a scattered manner over the years, unable to form a scale by expanding from points to areas. How to upgrade the old city has attracted increasing attention.
At the beginning of this year, at the Sixth Session of the 15th Hefei Municipal People's Congress, a large number of NPC deputies put forward relevant suggestions. Deputies including Cao Youhua proposed the "Suggestions on the Overall Renovation and Upgrade of the Old City Area within the Ring Road"; deputies including Yan Zhangying proposed the "Suggestions on Revitalizing the Old City Area and Building 'One Road, One Street'"; deputies including Wang Guangtai proposed the "Suggestions on Further Enhancing and Building the Tourism and Cultural Urban Areas of Wuhu Road and Shouchun Road in Hefei".

Comprehensive Renovation Plan for Old City Area Being Formulated
Currently, the Hefei Municipal Planning Bureau has initiated the design bidding for the "Hefei Old City Urban Design and Regulatory Detailed Planning". Previously, Luyang District also commissioned a third-party institution to formulate an overall plan for the protection, restoration, renovation, and renewal of the old city area within the Ring Road. At present, the plan is being formulated and will be submitted to the Hefei Municipal Government for study soon, striving to complete the renovation within two years.
The planning content includes four aspects: urban design, regulatory detailed planning, a 3D real-scene auxiliary decision-making platform for the old city, and special research on the inheritance and protection of the old city's historical context. It is worth mentioning that this renovation focuses on inheriting the historical context, will make good use of cultural elements such as historical celebrities to activate historical sites, and plans to reproduce the historical features of Dacheng Hall, Dafu Di, Duan Family Ancestral Hall, Luzhou Government Office, etc. at appropriate locations.
  Demonstration Projects
In addition to the already launched Chenghuang Temple renovation project and the "Xiaoyao Eighteen Alleys" project, Luyang District will also plan a number of anticipated demonstration projects around the Changjiang Middle Road and Huaihe Road, and the Sanxiaokou area.
Huaihe Road Pedestrian Street Area to Expand and Build a 4A-level Scenic Area
As a well-known block, Huaihe Road Pedestrian Street is very popular. At the same time, there are many small alleys around the pedestrian street. Luyang District proposes to use two years to integrate historical relics, ancient sites, religious and park resources within the Huaihe Road Pedestrian Street area, and expand the current AAA-level scenic spot to build it into a AAAA-level scenic area.
Currently, the creation plan is being formulated. According to the current idea, the expanded scenic area will extend from Huaihe Road Bridge in the east to Jianghuai Grand Theater in the west, include Xiaoyaojin Park in the north, and reach Yintai Shopping Center in the south. It is also planned to restore the Weiwu Gate of the ancient Luzhou city and a section of the city wall near Huaihe Road Bridge, reproducing the glory of the ancient Luzhou city.
In the Huaihe Road Pedestrian Street area, Luyang District has planned the Xiaoyao Eighteen Alleys renovation project. In 2016, the renovation of Xin'an Mall Alley and Wuxing Alley was launched. This year, the renovation of Beiyufang Alley, East Butterfly Alley, West Butterfly Alley, Jiushiqiao Street, and the restoration of the ancient city wall are planned.
In 2018, the renovation of Beiyufang Branch Alley, Youweng Alley, Xin'an Mall West Alley, Cuozaoshan Alley, Lizhi Alley, Feiqiqiao Alley, Hanshan Road, Xiaoyaojin Road, Aimin Alley, Gulou Alley, and Zhongcai Market Road is planned. The southern part of Anqing Road will have four underground floors, of which the fourth and third basement levels are mainly for underground parking. The third basement level will form an integrated parking layer to create underground passages, achieving garage interconnection with the Provincial Museum north of Anqing Road and the Provincial High Court plot west of Jinzhai Road, improving parking sharing; the second and first basement levels are for retail commerce; above ground, a four-story commercial podium and a 39-story 150-meter skyscraper will be built.
According to the arrangement, Luyang District strives to complete the comprehensive renovation north of Anqing Road by June 2019, and complete the construction south of Anqing Road by February 2021.

At present, the first phase of the Chenghuang Temple renovation, including the South Gate, Huiguang Pavilion, Jiushi Tower, Temple Front Street, Temple Back Street, and Tea Restaurant area, has been completed.
The reporter learned that the second phase, including Chenghuang Grand Temple, Small Commodities World, Sihui Tower Plaza, and Sunken Plaza area, is under construction. The Antique City and Arts and Crafts Antique City area will start construction in early August. Next, Luyang District will also combine the renovation of the old Fourth Middle School, museum, construction group, and other areas to plan and implement the third phase of the Chenghuang Temple project.

The Qiguitang commercial area renovation project considers the Qiguitang block as the core, extending east to Tongcheng Road, south to Huancheng South Road, west to Huancheng West Road, and north to Changjiang Road. Luyang District plans to use two years to build a catering, entertainment, and leisure commercial street relying on the Old Newspaper Office, a cultural and creative characteristic street relying on Tongcheng Road, and a modern fashion characteristic street relying on Hongxing Road.
Subsequently, Luyang District also plans to include Jinzhai Road (Provincial Museum - Huancheng South Road) in the 2018 boutique road construction project, with a construction cost of about 15 million yuan; rely on the Press and Publication Bureau plot to build a high-end intelligent community and all-weather cultural experience center, with a construction investment of about 3 billion yuan; rely on Chilan Bridge Cultural Plaza to build a cultural industry base and cultural landmark, with a construction investment of about 500 million yuan.

The planned Changjiang Middle Road boutique road project starts from Huancheng West Road in the west and ends at Ma'anshan Road in the east, with a total road renovation length of about 3 kilometers and a total investment of about 690 million yuan.
