Recently, the Gansu Provincial Government held a signing ceremony in Dunhuang for the financing and construction of major infrastructure PPP projects. Relevant provincial government departments, city and prefecture governments, and related provincial enterprises signed framework agreements with China State Construction Engineering Corporation, China Railway Group, China Railway Construction Corporation, China Communications Construction Company, Power Construction Corporation of China, and other large central SOEs, as well as financial institutions including China Development Bank Gansu Branch and Export-Import Bank of China Gansu Branch, for 18 major infrastructure PPP projects.
Among them, 4 high-speed rail projects were signed, with a total investment of 103.4 billion yuan, and financing and credit lines of approximately 37 billion yuan. 13 highway PPP projects, with a total investment of approximately 163.7 billion yuan and financing of approximately 25.05 billion yuan. 1 civil aviation infrastructure project. It is understood that the total investment of the projects signed that day was approximately 300 billion yuan, with cumulative financing of approximately 74.05 billion yuan.
Railway Projects
Zhongwei-Lanzhou Passenger Dedicated Line
Project Overview
The Zhonglan Passenger Dedicated Line starts from Zhongwei City in Ningxia Hui Autonomous Region in the north, passes south through Pingchuan District, Jingyuan County, and Baiyin District of Baiyin City, then goes west through Lanzhou New Area to connect to the Shuping line station of the existing Lanzhou-Zhongchuan intercity railway, and then uses the Lanzhou-Zhongchuan intercity railway to introduce into Lanzhou West Station, with supporting construction of the Lanzhou hub introduction project; and from Dingjiagou line station (DK239+300), a new Lanzhou New Area connecting line is built to introduce into Lanzhou New Area Station.
The main line of the Zhonglan Railway Passenger Dedicated Line project has a total length of 218.5 km, of which 46.2 km is within Ningxia Hui Autonomous Region and 172.3 km within Gansu Province. The terrain along the project is complex, crossing the Yellow River and multiple 750kV, 330kV and other ultra-high voltage lines, with a bridge-tunnel ratio of 63.4% on the main line. The design speed of the entire line is 250 km/h (reserved for 300 km/h), with a design construction period of 5 years, and it is expected to be completed and opened to traffic in 2022. The total investment for feasibility study is 25.551 billion yuan, with capital funds raised at 70% of the total investment.

Currently, the Jianshan Tunnel of the newly built Zhongwei-Lanzhou Railway (Gansu Section) in the early construction phase is in the bidding stage.
Lanzhou-Zhangye Third and Fourth Line Passenger Dedicated Line
Project Overview
The construction of the new Lanzhou-Zhangye Third and Fourth Line Railway utilizes the under-construction Lanzhou-Zhongchuan Airport Line, starting from the reserved position at the underground station of Lanzhou Airport, going west through Yongdeng, Tianzhu, Gulang, and Wuwei Stations, continuing west to Jinchang City, with a station at Ningyuanbao on the south side of the city, then climbing west to Jiling, descending along the existing Lanxin Line, passing through Shandan and Dongle, and turning south to introduce into Zhangye West Station of the Lanxin Second Double Line.
The new line has a total length of 449.33 km and 44.51 billion yuan. Among them, 141.4 km is within Zhangye, with an estimated investment of 14.1 billion yuan.

Actively advancing preliminary work, the project is planned to start construction within the year.
Lanzhou-Hezuo Railway
Project Overview
The main line of the new Lanzhou-Hezuo Railway has a length of 180.093 km, with an additional 3.868 km downhill relief line from Bapanxia to Hekou South, and the total main line length is 183.961 km. The total length of bridges and tunnels is 109.431 km, including 44.013 km of bridges (88 bridges) and 65.418 km of tunnels (46 tunnels), with a bridge-tunnel ratio of 59.49%. The total investment of the project is 10.457 billion yuan, with a total construction period of 4.5 years. The line starts from Bapanxia Station of the Lanqing Line, passing through Yongjing County, Dongxiang County, Linxia County, Linxia City of Linxia Hui Autonomous Prefecture, and Xiahe County of Gannan Tibetan Autonomous Prefecture to Hezuo City.

Liugou-Dunhuang Passenger Dedicated Line
Project Overview
The project plans to renovate the existing Liugou-Dunhuang railway, add a second line and increase the speed to 200 km/h, with a main line length of 161.5 km and an estimated total investment of 5.7 billion yuan.
Project Progress
On May 31, Dunhuang City and China Communications Construction Company successfully signed a framework agreement for cooperation on the Liugou-Dunhuang Passenger Dedicated Line project.
Highways
13 expressway and national/provincial trunk line projects including Jinya-Heikou and Zhangye-Biandukou, with a total mileage of approximately 1,332 km, covering 27 counties and districts in 6 cities and prefectures. Among them, the Provincial Department of Transportation signed 7 projects, and 3 local governments including Zhangye, Dingxi, and Gannan signed 6 projects. The static total investment is approximately 163.7 billion yuan, with financing of approximately 25.05 billion yuan.
Civil Aviation
Lanzhou Zhongchuan International Airport Phase III Expansion Project
Project Overview
Lanzhou Zhongchuan International Airport plans to start construction in early 2018 and be completed and put into operation in 2020. The near-term plan requires a new 4,000-meter long-distance runway 2,030 meters east of the existing runway, a new T3 terminal of approximately 340,000 square meters in the east terminal area, a 50,000-square-meter comprehensive transportation hub on the south side of the T3 terminal, and supporting production auxiliary facilities for communication, navigation, meteorology, water supply, power supply, heating, gas supply, and communications. The estimated total investment of the project is approximately 23 billion yuan. The preliminary estimated financing amount is more than 12 billion yuan.

Currently, the preparation of the pre-feasibility study report and the conceptual design of the terminal building are underway.
