Recently, to implement the 'Shaanxi Province Civil Building Energy Conservation Regulations', establish and improve management systems and mechanisms, and promote the sustainable and healthy development of green buildings in the province, the Provincial Department of Housing and Urban-Rural Development and the Provincial Department of Finance jointly issued a notice on strengthening and standardizing green building management, requiring four types of building projects, including government office buildings and large public buildings, to strictly implement green building standards.
　　Four types of building projects to implement green building standards
　　From March 1, 2017, all cities and counties shall, in accordance with the provisions of the 'Shaanxi Province Civil Building Energy Conservation Regulations', incorporate the implementation of green building standards into the whole process management of planning, design, construction, completion acceptance, etc., for government office buildings and public welfare buildings invested by the government such as schools, hospitals, museums, science and technology museums, gymnasiums, and large public buildings, residential communities with a building area of more than 100,000 square meters, and civil buildings in new urban areas and green ecological urban areas, and improve and refine the management of planning, construction, and other permits. Land planning conditions shall specify the green building technologies and level requirements to be adopted; financial fund projects shall carry out investment budgets in accordance with green building standards; project completion acceptance filing shall be reviewed in accordance with the requirements of green building standards.
　　Accelerate the establishment and improvement of green building design and review systems
　　For construction projects implementing green building standards, the project feasibility study report or project application report shall include green building requirements, specifying green building technical measures, level, and investment, etc.; when the construction unit conducts design bidding or entrusts design, it shall specify the green building level and related indicator requirements; when the building energy conservation management department supervises and manages green building projects, it shall take the implementation of green building standards as a basic condition; when reviewing the materials submitted by the construction unit, it shall focus on strengthening the verification of the green building construction drawing review; if no qualified opinion on the special review of green buildings is submitted, rectification shall be required. Those who have obtained the qualified opinion on the special review of green building design documents may no longer be required to provide the green building evaluation design label.
　　Strengthen the management of green building evaluation labels
　　Green building evaluation labels shall gradually implement online application and review. Engineering projects that have obtained the qualified opinion on the special review of green building design documents can be recognized as one-star green buildings; those who voluntarily apply for green building design labels shall provide the qualified opinion on the special review of green building design documents. For commercial housing projects that have obtained green building design labels and the qualified opinion on the special review of green building construction drawings, information such as the green building star rating, main technical measures, and indicators shall be publicized at the construction site.
　　Continuously supervise and manage the construction of green building projects
　　The municipal and county administrative departments of building energy conservation shall strengthen the supervision and inspection of the construction progress, technical measures, material and product quality, etc., of green building projects, and continuously improve the quality and construction level of green building projects. If the completion acceptance of a green building project is unqualified or partially completed, the municipal and county finance and building energy conservation administrative departments shall not accept the project's application for green building financial reward and subsidy funds at all levels. Projects that have already received single technology pilot demonstration subsidy funds (excluding prefabricated building technology, BIM technology, medium and deep geothermal energy technology, and building insulation and structure integration technology) shall not apply for green building reward and subsidy funds.
